Tutoring Franchise in Indonesia: The Complete 2026 Guide
A guide to a tutoring franchise in Indonesia: bimbel culture, UTBK-SNBT and Kurikulum Merdeka, PISA results, the PP 35/2024 franchise regulation and STPW registration, and what to look for in a brand.

In Indonesia, after-school learning has its own word: bimbel, short for bimbingan belajar. From extra classes for primary pupils to intensive preparation for state university entrance, bimbel is a normal part of growing up for millions of urban families, and national bimbel brands have spread across the archipelago through branches and franchising. For anyone considering a tutoring franchise in Indonesia, that culture is the foundation. The question is not whether families pay for learning support, but which model they choose and how a new brand earns their trust.
This guide covers the school system and its assessments, why tutoring demand is strong, what a tutoring franchise is, how it compares with worksheet centres, private tutors and independent bimbel, what to look for in a franchisor, Government Regulation 35 of 2024 on franchising and the STPW, and how Success Tutoring approaches Indonesia.
The Indonesian school system, UTBK-SNBT and Kurikulum Merdeka
Indonesian children attend six years of primary school (SD), three years of junior secondary (SMP) and three years of senior secondary (SMA, or the vocational SMK), with parallel madrasah run under the Ministry of Religious Affairs. Three changes shape demand for tutoring today.
- The national exam has gone. The Ministry of Education abolished the Ujian Nasional from 2021, so there is no longer a single national exam at the end of SD, SMP or SMA.
- University entrance is the high-stakes test. Admission to state universities (PTN) through the test route is now decided by the UTBK-SNBT, run by the national admissions committee (SNPMB). It focuses on scholastic potential, literacy and mathematical reasoning rather than memorised subject content.
- Kurikulum Merdeka. The national curriculum has moved to Kurikulum Merdeka, which emphasises core competencies, projects and differentiated learning. Parents often find it harder to judge how their child is progressing without traditional exam scores.
Together these changes have shifted what parents ask of bimbel. Exam drilling still matters in the final years of SMA, but many families now want steady work on reading, English and mathematical reasoning from primary school onwards.
Why tutoring demand is strong in Indonesia
There is no official measure of the bimbel market's size, and figures quoted in sales material should be treated with care. The demand drivers are clear.
- A large gap in foundations. In the OECD's PISA 2022 assessment, only about 18 per cent of Indonesian 15-year-olds reached the baseline Level 2 in mathematics, against an OECD average of 69 per cent, and almost no students reached the top Levels 5 or 6 (OECD country note for Indonesia). Families who can afford it look outside school to close that gap.
- Competition for state universities. Places at well-known PTN are limited, and UTBK-SNBT preparation remains one of the biggest drivers of spending on bimbel in the final school years.
- English as an advantage. English proficiency opens doors to international programmes, scholarships and private-sector careers, and many parents want structured English learning well before secondary school.
- Scale. Indonesia is the world's fourth most populous country, with a young population concentrated in fast-growing cities in Java, Sumatra, Kalimantan and Sulawesi.
- A franchise-friendly economy. Franchising is widely used in Indonesian retail, food and education, so landlords, investors and families are familiar with branded networks.
What a tutoring franchise is
A tutoring franchise licenses you to run a learning business under an established brand, using its curriculum, systems, training and marketing. You own the business, sign the lease, employ the tutors and pay the fees set out in the franchise agreement and offering prospectus.
Many Indonesian bimbel sell programmes by semester or package, usually in classes grouped by grade and closely tied to school or entrance exam content. A membership model works differently: families pay a recurring fee for a set number of weekly sessions, progress is tracked throughout the year, and the focus is on consistent improvement and retention rather than one exam season.
Tutoring franchise vs worksheet centres, private tutors and independent bimbel
- Worksheet-based centres. Kumon is the best-known example and operates in Indonesia. Its method uses daily worksheets that students complete independently, level by level. It builds routine and fluency; it relies on self-learning rather than tutor-led teaching.
- Private tutors (guru les privat). Common and flexible, often coming to the student's home, but quality and continuity depend on one person, with no centre, curriculum or reporting system behind them.
- Independent bimbel. Many are run by dedicated teachers with strong local reputations. The owner carries everything: curriculum, marketing, recruitment, permits and growth.
- National bimbel brands. Large networks offer recognition and exam-focused programmes, typically in class formats.
- A tutoring franchise like Success Tutoring. Tutor-led, membership-based and focused on K–12 English and Maths in modern retail-style centres, with a system and support behind the owner. Our comparison with Kumon explains which children each approach suits.
What to look for in a tutoring franchisor in Indonesia
- STPW and prospectus. Ask for the franchisor's STPW and offering prospectus before discussing commitments, and check that both are current.
- Curriculum fit. Ask how the programme maps to Kurikulum Merdeka, to literacy and numeracy expectations and to UTBK-SNBT reasoning skills, and how materials work in Bahasa Indonesia and English.
- Launch system. A new brand must fill a centre in a market used to established names. Ask how the franchisor signs families before opening; see our launch support page.
- Tutor recruitment and training. Ask how tutors are recruited, trained and supervised, and whether training is online.
- Territory. Ask how territories are defined in Jakarta, Surabaya, Bandung or Medan compared with smaller cities. Our franchise territories page shows indicative Indonesian cities and territories.
- References. Speak to existing franchise partners in the network and read the agreement in full.
Regulation and practicalities: PP 35/2024 and the STPW
Franchising (waralaba) in Indonesia is governed by Government Regulation (Peraturan Pemerintah) Number 35 of 2024 on Franchising. According to the BPK legal database, it was enacted on 2 September 2024, took effect the same day and revoked the previous regulation, PP 42/2007. Key points, at the time of writing (October 2026):
- Franchise criteria. A business must meet set criteria to be franchised, including a distinctive business system and a business that has been shown to be profitable. Legal commentators note that PP 35/2024 keeps the substance of the earlier criteria but sets them out in more detail.
- Offering prospectus. The franchisor must give a prospective franchisee a written offering prospectus (prospektus penawaran waralaba). According to a summary by SmartLegal, it must be delivered at least 14 calendar days before the franchise agreement is signed and covers matters such as the franchisor's identity, legal standing, history, organisation, two years of financial statements, the number of outlets and the list of franchisees.
- STPW. Franchisors and franchisees, including franchisors from outside Indonesia, must hold a franchise registration certificate (Surat Tanda Pendaftaran Waralaba, STPW), obtained through the OSS online licensing system.
Other practicalities matter as much as the franchise rules. A bimbel is a non-formal education provider, so check the operating permit and registration requirements with the local education office (Dinas Pendidikan) and through OSS. Register the business entity, protect trademarks with the Directorate General of Intellectual Property (DJKI), check that the lease permits education use, and plan for Indonesian-language contracts. Foreign ownership rules for education businesses can change, which matters for a master franchise structure. Take advice from an Indonesian franchise lawyer before signing anything.
How Success Tutoring approaches Indonesia
Success Tutoring was founded in Sydney, Australia, in 2017 by Michael Black and has been franchising since around 2020. It has publicly announced international markets including New Zealand, the United States, Singapore, Canada, the United Kingdom and India. Indonesia is not one of them: at the time of writing (October 2026), Success Tutoring has not announced a launch or any centre in Indonesia. It is looking for franchise partners and a master franchise partner able to build a network across Indonesian cities, and it would comply with PP 35/2024, including STPW registration, before making any offer.
The model offered to partners is the one built in Australia: retail-style learning centres for K–12 students focused on English and Mathematics; a membership model with launch and pre-marketing support (in Australia, centres have opened with 45, 55, 60 and 70+ members signed before day one, according to Success Tutoring news posts); site selection, leasing and fit-out support; tutor recruitment and online tutor training; learning resources; ongoing marketing; and a flat structure in which partners deal directly with head office leadership. Partners do not need to be teachers. Success Tutoring is a member of the Franchise Council of Australia and the International Franchise Association.
Costs depend on the territory and are not published in articles; see the investment schedule. For the wider picture, read our complete tutoring franchise guide, and compare neighbouring markets in our guides to a tutoring franchise in Singapore and Malaysia.
Frequently asked questions
