Johor Bahru sits across the Causeway from Singapore, and its fortunes are tied to its neighbour. Hundreds of thousands of people cross the border for work, Singaporean and international families have moved to JB for space and value, and new townships keep spreading north and west. For anyone weighing up a tutoring franchise in Johor Bahru, that growth and mix of families make it one of the most interesting markets in Malaysia.

Success Tutoring does not yet have a centre in Malaysia. We are looking for franchise partners in Johor Bahru, and we are open to a master franchise partner for Malaysia. Territories in JB are drawn with partners, around the townships families actually live in.

Malaysia's school system in JB

The Ministry of Education (Kementerian Pendidikan Malaysia) sets the national curriculum, KSSR in primary and KSSM in secondary. Malaysia's exam landscape has changed in recent years:

  • UPSR, the end-of-primary exam, was abolished in 2021, and PT3 at Form 3 was abolished in 2022. Primary and lower secondary students are now assessed largely in school, including through the end-of-year UASA assessments.
  • SPM (Sijil Pelajaran Malaysia) at the end of Form 5 remains the main high-stakes exam, and results shape entry to matriculation, STPM, foundation programmes and university.

With fewer national checkpoints in the early years, many parents feel they have less information about how their children are doing, which has increased interest in independent assessment and tutoring.

JB's school options are unusually varied:

  • National schools (SK and SMK), teaching in Malay.
  • Vernacular schools, including Chinese-medium (SJK(C)) and Tamil-medium (SJK(T)) primary schools.
  • Chinese independent high schools, whose students sit the Unified Examination Certificate (UEC).
  • International schools, teaching British, Australian, American and IB curricula. Johor has a large cluster of them, many in EduCity Iskandar in Iskandar Puteri, alongside branch campuses of foreign universities.

Some Singaporean families who live in JB send their children across the border to Singaporean schools, which adds a further curriculum and exam set to the mix.

Why JB families pay for tuition

Tuition is common across Malaysia, and Chinese-medium families in particular have a long tradition of after-school classes. In JB the main drivers are:

  • SPM preparation, especially in Mathematics, Additional Mathematics and English.
  • English, which parents in national and vernacular schools see as critical for university and work, including in Singapore.
  • Moving between systems, as children transfer between vernacular, national and international schools, or between Malaysia and Singapore.
  • Dual-income and cross-border commuting parents who need a reliable after-school routine close to home.

Where the growth is in Johor Bahru

JB's expansion has been shaped by the Iskandar Malaysia development region, and more recently by plans for a Johor-Singapore Special Economic Zone and the Johor Bahru-Singapore RTS Link rail line. Areas with potential include:

  • Iskandar Puteri, including Medini, Nusajaya, Bukit Indah, Horizon Hills and Puteri Harbour.
  • Mount Austin, Austin Heights and Taman Daya, busy townships in the north-east with many families and tuition centres.
  • Skudai and Taman Universiti, around Universiti Teknologi Malaysia.
  • Tebrau, Setia Indah and Bandar Dato' Onn, growing townships along the Tebrau corridor.
  • Pasir Gudang and Masai, industrial towns to the east with large working populations.
  • Kulai and Senai, near the airport, with new housing developments.

Territories in JB are mapped with each partner from population, schools and existing tuition centres, and each has one holder.

Running a Success Tutoring centre in JB

Success Tutoring was founded in Sydney in 2017, franchises centres across Australia, and has announced Singapore among its international markets. For a JB partner, that announcement on the other side of the Causeway may be of interest to cross-border families.

Support for a JB partner may include the Success Kit and operating system, help finding and fitting out a shoplot or mall unit in a busy township, tutor recruitment and online training, learning resources and a structured program, and help planning local marketing before and after opening. Partners also have ongoing support from head office; the Malaysian disclosure document and franchise agreement describe what is included.

No teaching background is needed. Many partners come from corporate, engineering and finance careers.

Frequently asked questions

How is franchising regulated in Malaysia?

Malaysia has a dedicated Franchise Act 1998. Franchisors must register with the Registrar of Franchises before offering franchises, foreign franchisors need approval, and a disclosure document must be given at least 10 days before the agreement is signed. Seek independent legal advice in Malaysia before signing.

Can a JB centre serve families whose children study in Singapore?

Often, yes. Core foundations are common to both systems. Tutors adapt the work to each student's school, year level and exam pathway.

Do tuition centres in Johor need to be registered?

Tuition centres in Malaysia generally need to register with the education authorities, through the state education department, as well as hold local business licences. Confirm the current requirements before committing to a site.
