Whangarei is the only city in Northland and the place most of Te Tai Tokerau comes to for hospitals, tertiary study, shopping and secondary school. It sits at the head of a deep harbour, two hours' drive north of Auckland, and has grown steadily as families trade Auckland house prices for a shorter commute and a bigger section. For a tutoring franchise in Whangarei, the opportunity is a growing city that serves a whole region and still has very few branded, centre-based learning options for school-age children.
New Zealand was Success Tutoring's first market outside Australia, with 25 sites planned over four years, and Whangarei is one of the regional cities where a territory has been drawn.
A regional economy in transition
Whangarei's economy has changed in the last few years. The Marsden Point oil refinery, for decades one of Northland's largest employers, stopped refining in 2022 and became a fuel import terminal. Northport, the deep-water port beside it, remains a major freight hub, and the Ruakaka, One Tree Point and Marsden Point area to the south has become one of Northland's fastest-growing residential pockets.
In the city itself, health care, education, construction, retail and public services employ a large share of working parents. Northland's hospital services, its tertiary provider NorthTec and its many schools all centre on Whangarei.
Schools, NCEA and what is changing
Whangarei schools follow the New Zealand Curriculum, set by the Ministry of Education, and senior students sit NCEA through NZQA. The city's state secondary schools include Whangarei Boys' High School, Whangarei Girls' High School, Kamo High School and Tikipunga High School. Pompallier Catholic College in Maunu is the main state-integrated option, and Huanui College in Glenbervie is an independent school. Whangarei Intermediate and Kamo Intermediate serve Years 7 and 8, and the city has a strong network of kura kaupapa Māori and bilingual units.
Northland school leavers have historically gained NCEA Level 2 at lower rates than the national average, according to Ministry of Education attainment data, which is one reason local parents pay close attention to how their children are tracking.
National reforms are adding to that focus:
- The literacy and numeracy co-requisite. Since 2024, students must pass the new literacy and numeracy standards (or approved alternatives) to be awarded any NCEA level, and early results showed many Year 10 students did not pass every assessment at the first attempt.
- A refreshed primary curriculum. Structured literacy and a revised maths curriculum became compulsory in the early years and through Year 8 from 2025.
- NCEA's replacement. The government has confirmed new qualifications to replace NCEA, with the New Zealand Certificate of Education for Year 12 due from 2029 and an Advanced Certificate for Year 13 from 2030.
Why Whangarei parents look for tutoring
Many families arriving from Auckland already used tutoring there and expect to find it in Whangarei. Long-time local families want their children to leave school with options, including university, trades training or a job in the city's growing health and construction sectors. And with rural Northland schools often small, some families drive into the city for services they cannot get locally.
Most of the tutoring available today is private, one-to-one and informal. A membership-based centre offers something different: regular weekly sessions, a consistent tutor team, progress reports and a professional shopfront.
The Whangarei territory
The available territory is Whangarei, covering the city and its main residential suburbs. That includes:
- Kamo, Tikipunga and Whau Valley to the north, with many young families and established primary schools.
- Maunu, Kensington, Regent and Morningside, the older central and western suburbs close to the hospital and the main secondary schools.
- Onerahi and the Whangarei Heads road, a harbourside area popular with families and commuters.
- Raumanga and Otangarei, where affordability draws first-home buyers.
The Town Basin and the central city, along with retail hubs on Bank Street and in Kamo, give a partner several practical options for a street-level centre. The territory is exclusive to one partner.
Running a centre in Whangarei
Support for a Success Tutoring partner can include site selection, leasing and fit-out, tutor recruitment and training through an online platform, learning resources, and launch and ongoing marketing support, together with ongoing support from head office. The terms of that support are in the franchise agreement and disclosure documents.
You do not need to be a teacher. Partners come from corporate, engineering, finance and small-business backgrounds.
Frequently asked questions
Can a Whangarei centre attract families from Ruakaka and the wider district?
Some families from Ruakaka, Hikurangi or Maungatapere already travel into the city for school and work, so a central site can reach them. The territory figures on this page focus on households inside the Whangarei territory itself.
Who would tutor at a centre in Whangarei?
Tutors may include NorthTec and university students studying online, recent graduates, career changers and retired or part-time teachers. Success Tutoring may help with recruitment and tutor training.
How does the new literacy and numeracy requirement affect demand?
Because every student now needs the co-requisite for NCEA, parents have a clear, measurable reason to strengthen reading, writing and maths before Year 10. That gives a centre a natural conversation with families of Year 7 to 10 students.
Is there a franchise law in New Zealand?
No. There is no franchise-specific legislation, so buyers rely on general law such as the Fair Trading Act and on the Franchise Association of New Zealand (FANZ) code of practice. Seek independent legal advice before signing.
