Metro Cebu is the commercial centre of the Visayas and the second-largest urban area in the Philippines. It runs from Cebu City through Mandaue and Lapu-Lapu on Mactan Island to Talisay and Minglanilla in the south, linked by bridges and a growing network of coastal roads. For anyone considering a tutoring franchise in Cebu, the metro offers a strong combination: universities with long reputations, an IT and BPO workforce, and parents who see English and Mathematics as the keys to their children's future.

Success Tutoring does not have a centre in Cebu. It is seeking franchise partners here, and a master franchise partner for the Philippines, with territories drawn together with partners.

Education in Cebu

Cebu follows the national K to 12 programme overseen by the Department of Education, with DepEd's Central Visayas regional office and city divisions running public schools. DepEd is phasing in the MATATAG curriculum, which trims learning competencies and focuses the early grades on reading and numeracy. Students sit the National Achievement Test in Grades 6, 10 and 12.

Language is a particular issue in Cebu. Most children speak Cebuano (Bisaya) at home. Under Republic Act 12027, passed in 2024, Filipino and English replaced the mother tongue as the main media of instruction in Kindergarten to Grade 3, with regional languages kept as auxiliary languages and optional for monolingual classes. More early learning now happens in Filipino and English. Parents want to be sure their children are keeping up in English reading and comprehension as that shift settles in.

Cebu is also a university city. The University of San Carlos, the University of the Philippines Cebu, the University of San Jose-Recoletos, Cebu Institute of Technology and other institutions draw students from across the Visayas and Mindanao, and their entrance requirements set the bar for many families. The private school sector is large, including Catholic schools, Chinese-Filipino schools and international schools.

Why demand is growing

  • An English-speaking workforce. Cebu IT Park and the Mactan economic zones employ large numbers of graduates whose jobs depend on English. Parents in those industries want the same advantage for their children.
  • Language transition. With English and Filipino now more central in the early grades, families look for help building reading and comprehension skills.
  • Mathematics foundations. As in the rest of the country, weak number skills in the elementary years make Junior High School harder, and parents look for support around Grades 4 to 7.
  • Busy, aspirational households. Many Cebu families have two working parents or relatives working overseas, and they want a dependable, supervised place for after-school learning.

Where a Cebu centre could fit

No Success Tutoring territories exist in Cebu yet. Areas a partner might explore with head office:

  • Cebu City's uptown districts, including Lahug, Banilad, Talamban and the area around Cebu IT Park and Cebu Business Park.
  • Mandaue City, a growing mix of industry, new residential developments and established neighbourhoods.
  • Lapu-Lapu City on Mactan, home to the airport and economic zones, with fast-growing subdivisions.
  • Talisay and Minglanilla, southern suburbs where new housing is drawing young families, helped by the South Road Properties and coastal road links.
  • Consolacion and Liloan, northern suburbs expanding with new subdivisions.

Traffic across the Mactan bridges and through central Cebu City shapes where families shop and study, so territories would be built around real travel catchments.

Partnering with Success Tutoring

Success Tutoring was started by Michael Black in Sydney at the age of 17, and the brand now franchises a membership model of K–12 tuition in shopfront centres. Support for a Cebu partner may include:

  • An operating playbook and the Success Kit.
  • Help selecting a site in a mall or commercial strip, leasing it and fitting it out.
  • Tutor recruitment plus online tutor training, useful in a city with many education graduates.
  • Learning resources and a structured program.
  • Help planning local marketing before and after the centre opens.
  • Ongoing support from the Success Tutoring team.

The franchise agreement and disclosure documents set out the detail of this support for Cebu.

Many franchise partners started out in corporate, engineering or small-business careers rather than teaching.

Frequently asked questions

Why consider Cebu instead of Metro Manila?

Cebu has strong demand, a large university and BPO workforce and generally lower occupancy costs than Manila's prime districts. It is also the natural base for growth across the Visayas. Both markets are part of Success Tutoring's Philippine plans.

Can tutors explain concepts in Cebuano?

Sessions focus on English and Mathematics, but tutors who can talk with younger students and parents in Cebuano can help them feel comfortable. Recruitment is planned with head office.

What legal steps apply to a franchise in Cebu?

The Philippines has no specific franchise law. Agreements are regulated under the Intellectual Property Code, and you will need local business permits from your city government. Seek independent legal advice before signing anything.
