Davao City is the largest city in Mindanao and one of the biggest by land area in the world, stretching from the coast of the Davao Gulf to the slopes of Mount Apo. It is the main commercial and education hub for the southern Philippines, and its population of close to two million, according to the Philippine Statistics Authority, keeps growing. For anyone considering a tutoring franchise in Davao, the city offers growing families, respected universities and fewer structured tutoring options than Manila or Cebu.

Success Tutoring has no centre in Davao. It is looking for franchise partners here, and for a master franchise partner for the Philippines, with territories to be drawn alongside partners.

Davao's place in the Philippine school system

Davao follows the national K to 12 programme managed by the Department of Education, with the Davao Region office and the Davao City Division overseeing public schools. DepEd's MATATAG curriculum, phasing in until school year 2027–2028, is reducing learning competencies so teachers can focus on reading and numeracy. Students take the National Achievement Test in Grades 6, 10 and 12.

Since Republic Act 12027 was passed in 2024, Filipino and English have replaced the mother tongue as the main media of instruction in the early grades (regional languages remain as auxiliary languages), so children who speak Bisaya or another language at home are learning more in English and Filipino from the start. Many parents want extra support in English reading as a result.

The city also has a strong private sector. Ateneo de Davao University, the University of Mindanao, the University of the Immaculate Conception and other schools run basic education departments as well as colleges, and their entrance tests and Senior High School tracks set expectations for families across the region.

What drives tutoring demand in Davao

Growth and opportunity. Davao has become a magnet for families moving from elsewhere in Mindanao for jobs in trade, government, agribusiness and the expanding services sector. New arrivals want their children to compete with students from Manila and Cebu.

English for careers. Like the rest of the country, Davao's parents see English as essential for university, BPO work and overseas careers.

Maths foundations. PISA 2022 showed Filipino students well below the OECD average in mathematics, and Davao parents see the same struggles when Grade 5 and 6 Maths gets harder.

Fewer structured options. Davao has tutorial centres and home tutors, but fewer branded, curriculum-led centres than the capital. That leaves room for a membership-based model with consistent standards.

Areas with growing families

Territories have not been drawn in Davao. A partner would plan them with head office, and promising areas include:

  • Lanang and Bajada, central districts with malls, offices and established neighbourhoods.
  • Matina and Ecoland, popular residential areas with schools and shopping close by.
  • Buhangin and Cabantian, northern districts with many new subdivisions.
  • Catalunan Grande and Talomo, growing western areas popular with young families.
  • Toril and Mintal, further south and west, where housing development continues.

Large infrastructure projects, including the Davao City Coastal Road and the bridge being built to Samal Island, are expected to shape where people live and travel in the years ahead, which is one reason territories are drawn around real catchments rather than barangay lines.

What a Davao partner would get

Support for partners draws on the toolkit used in Australia, where the brand began in 2017, and may include an operations system and Success Kit, help choosing and fitting out a site, recruitment and online training for tutors, and learning resources with a structured program. Head office can also help a Davao partner plan local marketing before and after opening. The franchise agreement and disclosure documents set out exactly what is provided.

No teaching qualification is required. Professionals, returning overseas Filipino workers and family business owners could all suit the role, and partners have ongoing support from head office.

Frequently asked questions

Is Davao ready for a branded tutoring franchise?

Davao is growing quickly and already has a tutoring habit, but fewer structured, curriculum-led centres than Manila. That gap is where a membership model may find room.

Could a Davao partner later expand across Mindanao?

That would be a conversation with head office. Partners interested in building the brand more widely can also discuss the master franchise role for the Philippines.

Which rules apply to franchising in the Philippines?

There is no standalone franchise law. Franchise agreements fall under the technology transfer rules of the Intellectual Property Code, and centres need city business permits. Seek independent legal advice before signing.

Do I need a teaching background?

No. Partners run the business; trained tutors deliver sessions using Success Tutoring's learning resources.
