Central Singapore is where the island's school map is most crowded. Within a few MRT stops of Bishan and Novena sit some of the country's best-known primary schools, secondary schools and junior colleges, surrounded by mature HDB towns, condominiums and landed estates. For a tutoring franchise in Central Singapore, that concentration of schools and ambitious families creates intense, year-round demand for English and Maths support, from Primary 1 phonics to Secondary 4 problem-solving.
For the national context on PSLE scoring, Full Subject-Based Banding, the SEC and MOE registration, see the Singapore overview. This page focuses on what makes the centre of the island different.
The towns at the centre
The map's central catchment covers a ring of established towns:
- Bishan is one of the most sought-after HDB towns, with Junction 8 at its heart and well-known schools such as Raffles Institution and Catholic High School nearby.
- Ang Mo Kio East and West cover one of Singapore's oldest and largest heartland towns, with a strong community and multiple neighbourhood centres around AMK Hub.
- Braddell and Caldecott link Toa Payoh, Bishan and Thomson. Toa Payoh, among the first HDB new towns, has a lively town centre and a large base of multi-generational households.
- Novena mixes condominiums, medical hubs and the Balestier corridor, drawing on families who want city-fringe convenience.
- Potong Pasir and Bendemeer sit beside the newer Bidadari estate, which has brought thousands of young families into a previously quiet corner of the city.
- Geylang, Kovan and Serangoon extend the catchment east, while Bugis reaches into the city's edge.
Island-wide, further central territories such as Queenstown, Tiong Bahru, Tanglin, Holland Village, Bukit Timah, Chinatown and Marine Parade also appear on the Singapore map.
Why demand is so concentrated here
Two quirks of the Singapore system make central towns distinctive.
Primary 1 registration and home-school distance. In the MOE Primary 1 Registration Exercise, children living within 1 km or 2 km of a school receive priority in certain phases. Families therefore buy or rent close to popular primary schools, and many of those schools are in Bishan, Toa Payoh, Bukit Timah and Novena. The result is a dense pocket of motivated parents within walking distance of each school.
Secondary and JC competition. Central Singapore is home to many schools that are popular choices for Integrated Programme and Direct School Admission applicants. Families aiming for these schools want consistent, structured support in core subjects to keep their PSLE Achievement Levels strong. Since 2021, each PSLE subject's AL counts in the total score from 4 to 32, so steady improvement across English and Maths matters as much as a single strong subject.
In secondary school, Full Subject-Based Banding allows students to take subjects at different levels, and the switch to the Secondary Education Certificate from 2027 means parents are recalibrating expectations. Central families tend to look for a centre that can explain these changes clearly and track progress.
What a central location means for a centre
Rents in central malls and shophouses are generally higher than in outer towns, but catchments are denser and families often travel short distances to reach a centre. Practical points to weigh:
- Proximity to schools and MRT. The Circle Line, North-South Line, North East Line and Thomson-East Coast Line all serve the region.
- Housing mix. Condominium and landed areas such as Novena and Caldecott behave differently from HDB-heavy areas such as Ang Mo Kio. Marketing needs to reflect the difference.
- Visibility. A shopfront near a neighbourhood centre or hawker centre can outperform a hidden upper-floor unit.
Success Tutoring's site selection and leasing support can help partners think these calls through.
Running a Success Tutoring centre in Central Singapore
Head office support for a central partner can include help with the site, lease and fit-out of a retail-style centre, tutor recruitment and online tutor training, learning resources and a structured program, and marketing support for opening and beyond. MOE registration of the centre, courses and tutors needs to be part of the plan. The franchise agreement spells out the support a partner is entitled to. You do not need to be a teacher.
Frequently asked questions
Is the competition from established tuition centres too strong in central areas?
Central towns do have many tuition centres, which reflects strong demand. A partner would need to think carefully about how a membership-based centre in a defined territory can differentiate itself, and head office can help with that local marketing thinking.
Are Bukit Timah and Queenstown included?
They appear on the island-wide map with their own territories. Check the Singapore page and the territory table for current availability.
Does the Primary 1 distance rule really affect where to open?
It shapes where families live, which shapes where demand clusters. Territories near popular primary schools often have dense pockets of school-age children.
What approvals do I need?
Register the centre with MOE if it will teach 10 or more students, and seek independent legal advice before signing the franchise agreement, as Singapore has no franchise-specific law.
