Bukit Timah is not a typical heartland town. Instead of rows of HDB blocks around a town centre, it is a long corridor of landed homes, low-rise condominiums and shophouse strips running along Bukit Timah and Dunearn Roads, with a short list of schools that parents across Singapore know by name. A tutoring franchise in Bukit Timah would serve some of the most education-focused families in the country, in a catchment where the bar for a learning centre is set high.

National details on the PSLE, Full Subject-Based Banding and the SEC are on the Singapore overview, and the wider region is covered on Central Singapore. Here we focus on the western city fringe.

Three territories along the corridor

  • Bukit Timah follows the Downtown Line from Botanic Gardens through Tan Kah Kee, Sixth Avenue and King Albert Park to Beauty World, taking in Sixth Avenue, Coronation Road, Toh Yi and Swiss Club estates.
  • Holland Village centres on the dining enclave and Holland Village station on the Circle Line, with Holland Grove, Ghim Moh and Chip Bee Gardens nearby.
  • Tanglin reaches towards Napier and Orchard Boulevard on the Thomson-East Coast Line, the embassy district and Dempsey, where many expatriate and diplomatic families live.

HDB flats are a smaller share of housing here than in most of Singapore, mainly in pockets such as Toh Yi and Ghim Moh. That changes the economics of a centre: fewer residents per hectare, but households that often budget seriously for education.

A concentration of well-known schools

Within a few kilometres of each other sit Nanyang Primary, Raffles Girls' Primary, Methodist Girls' School, Henry Park Primary and the Anglo-Chinese School (Primary and Barker Road) campuses. At secondary and pre-university level, Hwa Chong Institution, Nanyang Girls' High School, National Junior College, Singapore Chinese Girls' School and St. Joseph's Institution are all in or close to the corridor.

That density has a direct effect on where families live. In the MOE Primary 1 Registration Exercise, children living within 1 km or 2 km of a school are prioritised in certain phases, so landed homes and condominiums near the most popular primary schools are in constant demand. Once a child is enrolled, parents tend to want steady support to keep pace with a strong cohort, and later to give the child a realistic shot at Integrated Programme schools or Direct School Admission.

A mix of local and international families

Tanglin and Holland Village also have many expatriate households. Some send children to MOE schools; many choose international schools that follow the IB, British or other curricula. The result is a catchment with two quite different sets of needs: local families planning around the PSLE and the SEC, and international families who may want help with English, maths foundations, or a move between systems. A centre here needs to be clear about who it serves and how.

How demand is shifting

GEP changes. MOE has announced that the Gifted Education Programme will be discontinued in its current form from 2027, with broader school-based programmes for higher-ability learners and advanced modules at designated centres. Several Bukit Timah schools hosted GEP classes, so local parents are watching closely as the new approach takes shape.

Renewal around Beauty World. The Urban Redevelopment Authority has identified Beauty World for rejuvenation, and new condominium launches near the Downtown Line have added households along the corridor. Young families arriving in these projects add a fresh layer of demand in a mature area.

Practicalities of a Bukit Timah centre

Commercial space here is limited and tends to be in older shopping centres, shophouse rows and small malls such as those around Beauty World, Sixth Avenue and Cluny Court. Parents often drive, so parking and a safe drop-off point matter more than they would in an HDB town. Expect families to compare centres carefully and ask detailed questions about tutor quality and how progress is reported.

Running a Success Tutoring centre in Bukit Timah

Success Tutoring was founded in Sydney in 2017 and has announced Singapore as one of its international markets. Families join its retail-style centres as members. A Bukit Timah partner may receive support with site selection and leasing, fit-out, tutor recruitment and training, learning resources and marketing, with the details set out in the franchise agreement and disclosure documents. You do not need a teaching background. The centre must be registered with MOE if it will teach 10 or more students at a time.

Frequently asked questions

Can a membership centre compete with the private tutors common in Bukit Timah?

Home tutors are common in this area. A structured centre offers something different: a consistent setting, a team of tutors and regular progress updates. Whether that suits your target families is worth testing as part of your due diligence.

Will international-school families use a local tuition centre?

Some will, particularly for English and foundational skills, but their needs differ from PSLE-focused families. Think about which group your chosen site is closest to.

Is parking really that important?

In a corridor where many families drive and where on-street stopping is restricted along Bukit Timah Road, convenient parking or drop-off can affect which centre a parent chooses.

What should I check before signing?

Singapore has no franchise-specific disclosure law; the Franchising and Licensing Association runs a voluntary code. Seek independent legal advice, and confirm MOE registration requirements for your premises.
