Toa Payoh holds a special place in Singapore's housing story. The National Heritage Board describes it as the first new town completely developed by the Housing and Development Board, and its 1960s and 1970s blocks, dragon playground and busy town centre set the template for every HDB town that followed. Six decades on, a tutoring franchise in Toa Payoh would sit at the junction of that original heartland and some of the newest public housing on the island, in Bidadari.

The neighbourhoods on the map

The territories here are smaller pieces of a dense, well-connected patch of the city:

  • Braddell covers the northern half of Toa Payoh around Braddell MRT and Lorong 1 to 4, plus the landed streets of Braddell Heights further east.
  • Caldecott takes in the Thomson side, around the Circle Line and Thomson-East Coast Line interchange, with private homes along Thomson Road and Mount Pleasant, where HDB launched its first flats in an October 2025 BTO exercise.
  • Novena stretches along Thomson Road and the Balestier corridor, from Velocity and United Square to the medical cluster around Tan Tock Seng Hospital, where many residents are healthcare workers.
  • Potong Pasir borders the Kallang River and the newer Bidadari estate near Woodleigh station on the North East Line, a precinct of young families that barely existed a decade ago.
  • Bendemeer follows the Downtown Line through Bendemeer and Geylang Bahru, an older pocket of flats close to the city.
  • Serangoon runs east along Upper Serangoon Road towards the Serangoon interchange.

A dense school map

Toa Payoh packs a large number of schools into a small area. Primary schools such as CHIJ Primary (Toa Payoh), Kheng Cheng School, Pei Chun Public School, First Toa Payoh Primary and Marymount Convent School draw families from across the estate. St. Andrew's runs its junior, secondary and junior college campuses at Potong Pasir, and St. Joseph's Institution Junior is in Novena. Secondary schools include Beatty Secondary, CHIJ Secondary (Toa Payoh) and Bendemeer Secondary.

Because many of these are long-established mission or clan-affiliated schools, alumni connections play a part in Primary 1 registration as well as distance. Parents who secure a place often want consistent support so their child keeps up in a demanding cohort, while families in Bidadari and Potong Pasir are often first-time parents navigating the system for the first time.

What drives tuition demand in this pocket

A broad income mix within short distances. Rental and older three-room flats near Toa Payoh Central sit a few minutes from Novena condominiums and Braddell Heights terraces. That variety rewards a centre that explains its approach clearly to very different households.

Working parents in healthcare and the CBD. Novena's hospitals and the short MRT ride to the city mean many households have two working parents with long or shift-based hours. Weekday evening and weekend slots matter, and a centre close to an MRT exit or bus interchange is easier to fit into the week.

Secondary transitions. With Full Subject-Based Banding now in place, Secondary 1 students take subjects at G1, G2 or G3 levels, and families in mixed-ability neighbourhoods like this one are working out what each level means for later choices.

A town centre being rebuilt

Toa Payoh Central is getting a major upgrade. The Toa Payoh Integrated Development, a 12-hectare site combining a regional sports centre, polyclinic, public library and town park, has a target completion of 2030. Combined with continued renewal of older blocks and the maturing of Bidadari, that keeps the town attractive to young families who want an established location with new facilities.

Running a Success Tutoring centre in Toa Payoh

Success Tutoring began in Sydney in 2017 and has announced Singapore among its international markets. Its centres are retail-style, with families joining as members rather than booking one-off classes. Support for a Toa Payoh partner may include help choosing and leasing a site, fit-out, tutor recruitment and training, learning resources, and launch and ongoing marketing, as set out in the franchise agreement and disclosure documents. Partners do not need to have been teachers.

Plan for MOE registration early: centres teaching 10 or more students at a time register as private schools, and the premises and tutors form part of that process.

Frequently asked questions

Is Bidadari covered by these territories?

Bidadari sits between Potong Pasir and Serangoon, next to Woodleigh station. Check the map above to see which territory covers the blocks you are interested in.

Toa Payoh already has many tuition centres. Is there room for another?

The number of centres reflects how many families pay for tuition here. The question for a partner is location and positioning within a territory, which is worth working through with head office before committing.

Should I target HDB or condominium families?

Most territories here include both. A shopfront near Toa Payoh Central or a neighbourhood centre will reach HDB households, while Novena and Caldecott sites draw more condominium families. Your marketing should reflect whichever mix you choose.

What legal checks should I do?

Singapore has no franchise-specific disclosure law; the Franchising and Licensing Association runs a voluntary code. Seek independent legal advice on the agreement, and check MOE requirements for the centre.
