Hougang is not a new town finding its feet. It is one of the north-east's settled heartland communities, where grandparents who bought flats decades ago now live a few blocks from children and grandchildren, and where kopitiam along Hougang Avenue and Upper Serangoon Road are busy from breakfast onwards. For a tutoring franchise in Hougang, that stability is the appeal: a deep base of families, long-established schools and a town that is about to gain a major new rail interchange.

Success Tutoring, founded in Sydney in 2017, has announced Singapore as an international market. This page is about Hougang and its neighbours; the regional view is on the North-East Singapore page.

A town with roots

Hougang grew from kampongs and farms along the old Upper Serangoon Road, with a strong Teochew community and a long Catholic presence centred on the Church of the Nativity of the Blessed Virgin Mary. That history still shows in the town's schools and food, and in the fact that many residents have lived here for most of their lives.

HDB development from the 1980s turned the area into a full housing town, with Hougang Central and its bus interchange as the hub. Hougang MRT and Kovan MRT, both on the North East Line, link the town to the city and to Sengkang and Punggol further north.

The neighbourhoods on the map

The territories that fall within the Hougang page each have a distinct feel.

  • Hougang itself covers the central estates around Hougang Central, Hougang Mall and the avenues running towards Defu.
  • Kovan sits around Kovan MRT and Heartland Mall, a busy stretch of Upper Serangoon Road between Hougang and Serangoon, with a mix of HDB flats and private housing.
  • Buangkok, on the northern edge near Buangkok MRT, links Hougang to Sengkang and includes newer BTO precincts that have brought younger families into the area.
  • Harmony View, a territory on the Hougang side of the map, takes in established blocks with good access to schools.
  • Serangoon, to the south-west, is anchored by the NEX mall and Serangoon interchange, and borders the private estates of Serangoon Gardens.

Mission schools and school choice

Hougang's school landscape is unusual for a heartland town. It includes several long-standing mission schools: Holy Innocents' Primary and Holy Innocents' High School, Montfort Junior School and Montfort Secondary School, and CHIJ Our Lady of the Nativity. Xinmin Primary and Xinmin Secondary are also well known locally, alongside neighbourhood schools such as Bowen Secondary.

Affiliated mission schools give priority in the Primary 1 Registration Exercise to children with links to the school, such as siblings or parents who are alumni, which is one reason families stay in Hougang across generations. For secondary school, posting depends on PSLE results, with each subject graded on an Achievement Level from AL1 to AL8. Students who want a place at a popular school in Hougang or elsewhere often use Direct School Admission alongside the PSLE.

Once in secondary school, Full Subject-Based Banding allows each subject to be taken at the level that suits the student, and from 2027 students will sit the Singapore-Cambridge Secondary Education Certificate in place of the O-Level and N-Level papers.

What drives tuition demand in Hougang

  • Grandparents in the picture. Many children are cared for by grandparents after school. A nearby centre with regular, structured sessions fits easily into that routine.
  • Older students. As a mature town, Hougang has a larger share of upper-primary and secondary students than newer towns, so demand extends past the PSLE into lower secondary.
  • Mixed housing. The private homes around Kovan and Serangoon Gardens add families with higher spending power within a short drive or bus ride.

The Cross Island Line effect

The Cross Island Line (CRL) is planned to meet the North East Line at Hougang, creating a new interchange. Phase 1 is planned to link Hougang with Tampines, Pasir Ris, Ang Mo Kio and Bright Hill, with a station at Defu serving the area towards the industrial estate. For a tuition centre, sites close to the future interchange and existing MRT stations deserve a careful look.

Running a Success Tutoring centre in Hougang

Each Success Tutoring centre is a retail-style learning space where families join as members for regular weekly sessions. Support from head office may include site selection and leasing help, fit-out, tutor recruitment and online tutor training, learning resources, and launch and ongoing marketing. The franchise agreement and disclosure documents set out exactly what is provided. No teaching background is needed, and partners come from a range of corporate and business careers.

MOE requires centres teaching 10 or more students at a time to register as private schools, so registration should sit on the project plan from the start.

Frequently asked questions

Is a mature town like Hougang still worth considering?

Mature towns often have stable populations and families with children across primary and secondary levels. New BTO precincts around Buangkok also add younger households. The territory table above shows the number of children in each area.

Should a Hougang centre be near Hougang Central or Kovan?

Both are busy. Hougang Central has the bus interchange and Hougang Mall; Kovan has the MRT, Heartland Mall and nearby private housing. Your choice may depend on which families you most want to serve and what space is available.

Does the Serangoon territory overlap with this page?

Yes. Serangoon is close enough to appear here as well as on the regional page. Each territory is intended for one franchise partner under the franchise agreement.

What should I check legally before signing?

Singapore has no franchise-specific disclosure law, so review the franchise agreement carefully and seek independent legal advice. The Franchising and Licensing Association (Singapore) has a voluntary code of ethics.
