Few American cities make school admissions as high-stakes as Chicago. From seventh grade, students across the city are working towards a place at one of the Chicago Public Schools selective enrollment high schools, and their parents know it. That pressure, together with a huge population of school-age children in the city and its inner suburbs, is why a tutoring franchise in Chicago is worth a close look.

After opening its American account in Texas, Success Tutoring has turned to Chicagoland, and the first territory here sits on the south side. Most of the city and the Cook County suburbs are still blank on the map, which gives incoming partners a say in where the next boundaries are drawn.

The Illinois system and Chicago Public Schools

The Illinois State Board of Education (ISBE) sets the Illinois Learning Standards, which are based on the Common Core in English language arts and math. State testing includes:

  • The Illinois Assessment of Readiness (IAR) in English language arts and math for grades 3 to 8.
  • The Illinois Science Assessment (ISA) in grades 5 and 8 and in high school.
  • The PSAT 8/9 and PSAT 10 in early high school, and the SAT in grade 11, which is the state's high-school accountability test.

In 2025 ISBE adopted new performance levels across its state tests, so parents are reading score reports with fresh eyes.

Chicago Public Schools (CPS) is one of the largest districts in the country. Families apply to schools through the GoCPS system, and options include neighborhood schools, magnet schools, International Baccalaureate programs, military academies, charter schools and the selective enrollment high schools such as Walter Payton College Prep, Northside College Prep, Whitney M. Young Magnet, Jones College Prep and Lane Tech. Chicago also has one of the largest Catholic school systems in the US through the Archdiocese of Chicago, plus well-known independent schools.

Why Chicago families look for tutoring

The selective enrollment race

Admission to a CPS selective enrollment high school is points-based. Half the points come from a student's seventh-grade final grades and half from the High School Admissions Test (HSAT) in reading and math. Because seventh-grade grades count as much as the test, families who want a shot at Payton or Northside need consistent work from sixth grade onwards, not a few weeks of test prep.

Academic centers and gifted programs

CPS also runs academic centers for grades 7 and 8 and selective programs in elementary school. Getting in, and keeping up once there, is a common reason families seek structured help in reading and math.

Suburban expectations

In suburbs such as Evanston, Skokie, Oak Park and Orland Park, strong districts and highly educated parents create steady demand for enrichment. Many recently arrived families also want support with English.

Where the opportunity is in Chicagoland

The first territory on our Chicago map is in Riverdale, on the city's southern edge, giving a partner access to the south side and south suburbs. Beyond that, the map is open. Areas where families with school-age children are concentrated include:

  • North Shore and near-north suburbs: Evanston, Skokie, Wilmette and Niles.
  • Northwest suburbs: Des Plaines, Mount Prospect, Arlington Heights and Park Ridge.
  • Near-west suburbs: Oak Park, Berwyn, Cicero, Elmhurst and La Grange.
  • Southwest suburbs: Oak Lawn, Orland Park and Tinley Park, with large family neighborhoods and busy retail strips along LaGrange Road.
  • City neighborhoods: North Center, Lincoln Square, Edgewater, Beverly, Mount Greenwood and the bungalow belt on the southwest side, where many CPS families live.
  • Northwest Indiana: Hammond and the Lake County suburbs just across the state line.

Boundaries are set using census figures for the number of homes, children aged 5 to 17 and schools in an area, as well as the tutoring competition already there, and each partner's territory is exclusive.

Owning a Success Tutoring center in Chicago

Your center would sit in a busy retail location, perhaps on a suburban commercial strip or a city neighborhood corridor, and families enroll as members who come in weekly for reading, writing and math from kindergarten through high school. The franchise team can support you with real estate, the build-out, hiring and training tutors, learning resources and a structured program, and planning neighborhood marketing before and after opening. The Illinois-registered disclosure document and the franchise agreement explain what that support covers.

Plenty of partners have never taught. What matters more is managing a team, staying organized and building a reputation with local parents and schools. Ongoing support comes from the Success Tutoring team.

Frequently asked questions

Is Illinois a franchise registration state?

Yes. Illinois is a registration state: the Illinois Franchise Disclosure Act requires a franchisor to register its offering with the Office of the Illinois Attorney General before selling there. Federal law adds a waiting period, since the FTC Franchise Rule says you must have the Franchise Disclosure Document in hand for at least 14 days before signing anything or paying. Seek independent legal advice from an Illinois franchise attorney.

Can a tutoring center help with the CPS High School Admissions Test?

Our focus is the reading and math skills that both the HSAT and seventh-grade grades depend on. Working on those skills steadily from elementary school is one way families prepare for admissions testing.

Which Chicago territories are available now?

The map and table on this page update from the live territory map. Riverdale is the first area drawn; other parts of the city and suburbs can be drawn with you.

Could I open in a Chicago suburb instead of the city?

Yes. Many of the strongest opportunities are in the inner suburbs, and territories can cover suburban catchments in Cook County and beyond.
