Territory data last updated .
The Portland metro spans two states, three big Oregon counties and Clark County across the Columbia River in Washington. Families move between them for housing, jobs and schools, and they bring high expectations for education with them. A tutoring franchise in Portland serves a region where parents are well informed, many work in technology and health care, and many feel their children need more structured support in reading and math.
Success Tutoring launched in the United States in Texas and is expanding. No territories have been mapped in the Portland metro yet, so partners here can help draw them, and would be among the first in the Pacific Northwest.
A metro with two school systems
On the Oregon side, schools follow standards set by the Oregon Department of Education, and students sit the Oregon Statewide Assessment System tests in English and math in grades 3 to 8 and grade 11. On the Washington side, schools follow the Office of Superintendent of Public Instruction (OSPI) and students take the Smarter Balanced Assessment in grades 3 to 8 and 10.
The major districts families talk about:
- Portland Public Schools, the largest district in Oregon, with neighborhood schools and focus options.
- Beaverton School District and Hillsboro School District in Washington County.
- Tigard-Tualatin, Lake Oswego and West Linn-Wilsonville in the southwest suburbs.
- North Clackamas, which includes Happy Valley and Milwaukie.
- Gresham-Barlow, Reynolds and David Douglas in east county.
- Vancouver Public Schools, Evergreen Public Schools, Camas and Ridgefield in Clark County, Washington.
Families compare these districts carefully, and the difference in state tax structures, with no sales tax in Oregon and no state income tax in Washington, adds another layer to where people choose to live.
Why Portland families seek tutoring
The demand comes from several directions:
- Silicon Forest households. Intel and hundreds of other technology employers in Hillsboro and Beaverton employ engineers who often grew up in education systems with strong math expectations and want the same for their children.
- Reading and math concerns. Oregon test results and statewide opt-out rates leave many parents unsure where their child stands, and they look for regular outside feedback.
- School disruption. Portland-area families have lived through long school closures during the pandemic and, more recently, a teacher strike in Portland Public Schools in 2023 that kept students out of class for weeks. Many decided they wanted a steady learning routine they could rely on.
- Growth in the suburbs. New neighborhoods in South Hillsboro, North Bethany, Happy Valley and Ridgefield keep adding young families.
Where a center could work
The areas we would focus on first:
- Washington County: Beaverton, Hillsboro (including Reed's Crossing in South Hillsboro), Tigard, Tualatin, Sherwood and the Bethany area.
- Southwest and Clackamas suburbs: Lake Oswego, West Linn, Wilsonville, Happy Valley and Oregon City.
- East county: Gresham and Troutdale.
- Clark County, Washington: Vancouver, Camas, Ridgefield and Battle Ground, some of the fastest-growing communities in the metro.
Territories are drawn using census data on households, children aged 5 to 17, schools and existing tutoring options, and each territory is exclusive to one partner.
What partners get
Support for Portland partners may include site selection and leasing, fit-out, tutor recruitment and training through the online franchise training platform, learning resources and a structured program, and launch marketing support. The franchise agreement and disclosure documents set out the support in detail.
No teaching background is required. You run the business and lead the team; trained tutors deliver the sessions. Portland State, the University of Portland, Lewis & Clark, Reed and Washington State University Vancouver are possible places to recruit tutors. See the Oregon page for the statewide picture.
Frequently asked questions
Do franchise rules differ between the Oregon and Washington sides of the metro?
Yes. Oregon does not require franchise registration, while Washington does, under its Franchise Investment Protection Act. If you live in Washington or your center will be located there, Washington's rules apply. In both states the federal FTC Franchise Rule requires that you receive the Franchise Disclosure Document at least 14 days before signing or paying. Seek independent legal advice.
Can one center serve families from both Portland and Vancouver?
A center serves the families in its territory catchment. Territories are drawn around where families live and shop, so a center near the river may draw from both sides, but each territory is defined clearly on the map.
Which Portland suburbs have the most young families?
Washington County, Happy Valley and Clark County's newer communities have seen the strongest growth in families with school-age children.
Do Oregon and Washington students learn different math?
Both states base their standards on similar national frameworks, but course sequences and test grades differ. Tutoring sessions focus on core reading and math skills that are relevant in both systems.
