Oregon parents are having a frank public conversation about school results. State test scores in reading and math have been a regular topic for the Legislature and local news, and many families have concluded that they need to add structured support outside the classroom. A tutoring franchise in Oregon steps into that conversation with a practical answer: weekly English and math sessions, all year, close to home.
Success Tutoring launched in the United States in Texas and is expanding into new states. Oregon has no territories mapped yet, so the first partners here would be among the first in the Pacific Northwest and would help decide where territories are drawn.
Oregon's schools and assessments
The Oregon Department of Education (ODE) sets the state's academic standards and runs the Oregon Statewide Assessment System (OSAS):
- English language arts and math assessments in grades 3 to 8 and grade 11, built on the Smarter Balanced tests.
- Science assessments in grades 5, 8 and 11.
Oregon has one of the highest test opt-out rates in the country, especially in high school, so many parents do not get a state score for their child at all in some years. That puts more weight on classroom grades, teacher feedback and outside assessments when parents try to judge progress.
Funding and policy have shifted too. The Student Success Act of 2019 created a dedicated business tax to fund schools, and in 2023 the state launched the Oregon Early Literacy Success Initiative to improve reading in the early grades. Both reflect a recognition that many Oregon students need more support in the basics.
School options include neighborhood public schools, public charter schools (including several large online charters), focus and magnet options in Portland Public Schools, and a strong private and parochial sector in the Portland area.
Why Oregon families look for tutoring
The reasons are practical:
- Reading and math recovery. Families who see their child struggling want consistent help, not a one-off course.
- Math pathways. Several Oregon districts have reworked their middle and high school math sequences in recent years, and parents who want their children to reach calculus look for support to stay on track.
- Tech-sector families. The Silicon Forest around Hillsboro and Beaverton employs large numbers of engineers, many from other countries, who expect strong math foundations for their children.
- Fast-growing regions. Bend and Central Oregon have grown quickly, and schools there have added students faster than resources.
Where the opportunity is
With territories still to be drawn, these are the areas we would look at first:
- Washington County: Beaverton, Hillsboro, Tigard, Tualatin, Sherwood and North Bethany, home to the Beaverton and Hillsboro school districts and many of Oregon's tech employers.
- Clackamas County: Lake Oswego, West Linn, Wilsonville, Happy Valley, Oregon City and the North Clackamas district.
- East Multnomah County: Gresham and the growing neighborhoods around it.
- The Willamette Valley: Salem and Keizer, Eugene and Springfield, Corvallis and Albany.
- Central and Southern Oregon: Bend, Redmond and Medford.

Running a Success Tutoring center in Oregon
Success Tutoring was founded in Sydney in 2017 and has grown into a network of membership-based centers across Australia, expanding to New Zealand and the United States. Support for Oregon partners may include site selection and leasing, fit-out, tutor recruitment and training, learning resources and a structured program, and help planning local marketing before and after opening, as set out in the franchise agreement and disclosure documents.
You do not need to be a teacher. You run the business and lead the team; trained tutors teach. Oregon State, the University of Oregon, Portland State and the state's community colleges are possible places to recruit tutors.
Frequently asked questions
Does Oregon require franchise registration?
No. Oregon is not a franchise registration state, although it has a franchise disclosure statute. The Federal Trade Commission's Franchise Rule requires that you receive the Franchise Disclosure Document at least 14 days before signing or paying. Seek independent legal advice before you commit.
How do high opt-out rates affect tutoring demand?
When fewer students sit state tests, parents have less outside information about how their child is doing. Regular progress updates from a tutoring center are one way to get that information.
Is Bend a realistic place for a tutoring franchise?
It can be. Bend has been one of the fastest-growing cities in Oregon, with many young families and fewer established tutoring options than the Portland metro.
What subjects would an Oregon center teach?
Centers focus on English and math tutoring for school-age students, the areas most closely tied to Oregon's literacy and math priorities. Program details are covered in the franchise documents.
