Canberra is a city of public servants, researchers, defence personnel and university staff, and it shows in the way families approach school. The Australian Capital Territory consistently records some of the highest levels of educational attainment in the country, according to the Australian Bureau of Statistics, and parents here tend to be informed, engaged and willing to invest in their children's learning. For anyone considering a tutoring franchise in Canberra, that culture, together with steady growth in new town centres, makes the ACT a distinctive and attractive market.
How the ACT school system differs
The ACT uses the Australian Curriculum directly from Kindergarten to Year 10, and students sit NAPLAN in Years 3, 5, 7 and 9. The big difference is in Years 11 and 12.
Most government students move to a separate senior secondary college for Years 11 and 12, such as Dickson College, Narrabundah College, Gungahlin College, Lake Tuggeranong College, Erindale College, Hawker College or The Canberra College. Senior study is overseen by the ACT Board of Senior Secondary Studies (BSSS). Unlike the HSC, VCE or QCE, there are no external subject exams. Instead, students are assessed continuously by their college, and the results are moderated across the system using the ACT Scaling Test (AST), taken by students seeking an ATAR. Students graduate with the ACT Senior Secondary Certificate.
That system has two effects on tutoring demand. Because every assignment and test across Years 11 and 12 counts, students need consistent work habits rather than a final cram. And the move to a new college at the end of Year 10 is a natural moment for families to look for support.
The ACT has no academically selective public high schools. Families instead compare government schools by priority enrolment area and weigh them against a large non-government sector, including Canberra Grammar School, Radford College, Canberra Girls' Grammar School, Marist College Canberra, Daramalan College and St Clare's College. A large share of ACT secondary students attend non-government schools.
Why Canberra families use tutoring
- Continuous assessment in Years 11 and 12, which rewards steady effort and strong English and Maths skills.
- Highly educated parents who expect their children to perform well and are quick to act when a NAPLAN or school report shows a gap.
- Public service and defence postings, which bring families from interstate and overseas whose children need to adjust to a new school system.
- Busy dual-income households, common in a public service town, that want a reliable weekly routine.
Where Canberra is growing
Canberra is planned around town centres, and most new families settle in the newer districts.
Gungahlin
Gungahlin, in the north, has been one of Canberra's fastest-growing districts for two decades. Light rail connects Gungahlin to the city, and suburbs such as Casey, Moncrieff, Throsby, Jacka and Taylor have filled with young families. New schools have opened to keep up.
Belconnen and West Belconnen
Belconnen is an established district with a major town centre and the University of Canberra. Flynn, Charnwood and the surrounding suburbs have a strong family base, and the new Ginninderry development at Strathnairn and beyond, on the western edge, is adding thousands of homes.
Weston Creek and the Molonglo Valley
Weston Creek is an established, family-friendly district. Next door, the Molonglo Valley, including Coombs, Wright, Denman Prospect and Whitlam, is Canberra's newest major growth area and is home to many young families.
Inner South and Tuggeranong
Deakin, Yarralumla, Red Hill and the inner south have high incomes and many students at non-government schools. Calwell, Gordon, Conder and the southern suburbs of Tuggeranong are established family areas with strong local communities.
Each territory is drawn around a catchment of households and school-age children. The map on this page shows which are open now.

Frequently asked questions
How does Success Tutoring fit the ACT's continuous assessment system?
Centres run a structured program with regular weekly sessions, which is intended to support the steady work habits that continuous assessment asks of students in Years 11 and 12.
Are there selective school tests in the ACT?
No public selective high schools operate in the ACT. Demand for tutoring comes mainly from NAPLAN, school reports, scholarship tests for non-government schools and the senior years.
Is Canberra too small for a franchise network?
Canberra is home to close to half a million people and continues to grow, mainly in Gungahlin, West Belconnen and Molonglo. Territories are sized around households and school-age children, so each has a defined catchment.
What rules apply to buying a franchise in the ACT?
The national Franchising Code of Conduct, enforced by the ACCC, applies in the ACT as everywhere in Australia. Seek independent legal and financial advice before signing.
