Tutoring Franchise Manitoba
Manitoba's population is growing on the back of immigration, and most of that growth is in Winnipeg's new neighbourhoods. Success Tutoring is looking for franchise partners to bring its K–12 tutoring model to the province.

Manitoba does not get the attention of Ontario or BC, but it has quietly become one of Canada's immigration success stories. Through the Manitoba Provincial Nominee Program and federal pathways, the province has welcomed large numbers of newcomers, and its population is now about one and a half million, according to Statistics Canada. Roughly two-thirds of Manitobans live in and around Winnipeg. For a tutoring franchise in Manitoba, that combination of newcomer families, affordable housing and fewer established tutoring brands is the opportunity.
Success Tutoring is launching in Canada in 2026, with a goal of 120 units by 2029. Manitoba territories have not been drawn yet. We are looking for franchise partners in the province, and territories are expected to be drawn with each partner using data on households, children and schools.
The Manitoba school system
Schools in Manitoba follow the curriculum set by Manitoba Education and Early Childhood Learning, delivered through school divisions. Winnipeg alone has several large divisions, including the Winnipeg School Division, Pembina Trails, Louis Riel, Seven Oaks, River East Transcona and St. James-Assiniboia. The Division scolaire franco-manitobaine runs French-language schools for francophone families across the province.
French immersion is a big part of the system. It is widely offered in Winnipeg divisions and is popular with English-speaking families who want their children bilingual. Manitoba also has a sizeable independent school sector, including faith-based schools that receive partial public funding.
Manitoba's provincial testing has been in transition. Grade 12 provincial tests in English language arts and mathematics returned after the pandemic, and in 2024 the province paused its provincial assessment program in those subjects to redevelop it over several years. In practice, that means parents have less provincial data to judge how their child is doing, and many rely on report cards and teacher conversations. A tutoring centre that assesses students regularly and reports progress clearly fills a real gap.
What drives demand in Manitoba
Newcomer families. Manitoba's immigrants come from a wide range of countries, especially the Philippines, India, Ukraine and countries across Africa. Many parents arrive with high academic expectations and children who need help with English and with Canadian-style math.
Math confidence. Pan-Canadian assessments have placed Manitoba students below the Canadian average in math, and the issue gets regular coverage in local media. Parents want structured practice that builds fluency.
Bilingual households. Families in French immersion often want English literacy support at home, especially where parents do not speak French.
Value for money. Manitoba's lower housing costs leave many families with room in their budget for regular after-school learning.
A membership model, with set weekly sessions in English and math from kindergarten to Grade 12, gives these families a steady routine. Newcomer parents in particular often want a consistent place to check how their child is doing in English.
Where the opportunities are in Manitoba
- Winnipeg, the province's capital and the centre of almost all the opportunity, with growing southwest communities such as Waverley West (Bridgwater and South Pointe), Sage Creek in the southeast, and newer neighbourhoods in the northwest and northeast. See the Winnipeg page.
- Winnipeg's surrounding municipalities, including West St. Paul, East St. Paul, Headingley and the towns along the Perimeter Highway, where families choose more space.
- Steinbach, one of the fastest-growing cities in the province, with a young population.
- Brandon, Manitoba's second city and a regional centre for western Manitoba, with Brandon University and a large newcomer population.
- Winkler and Morden, fast-growing communities in southern Manitoba's Pembina Valley.
What Manitoba partners get
A Success Tutoring partner runs a retail-style learning centre, recruits and leads a team of tutors and grows a membership base of local families. Franchise support may include site selection and leasing, fit-out, tutor recruitment and training, learning resources and a structured program, ongoing marketing and help with marketing a new centre's launch. Early partners in a new province also have ongoing support from the Success Tutoring team, and the franchise agreement and disclosure documents set out what that covers.
You do not need to be a teacher. Many partners come from corporate, engineering, finance and small-business careers. The University of Manitoba, the University of Winnipeg and Red River College Polytechnic provide a strong pool of potential tutors.
Frequently asked questions
Is franchising regulated in Manitoba?
Yes. Manitoba's Franchises Act requires a franchisor to provide a disclosure document at least 14 days before you sign an agreement or pay any money, and gives rescission rights if disclosure is missing. Seek independent legal advice from a Manitoba franchise lawyer.
Can a Manitoba centre support French immersion students?
Sessions are delivered in English and focus on English and math. Many immersion families use that support to strengthen English literacy and math alongside their child's French-language schooling.
Why consider Manitoba before larger provinces?
Manitoba offers lower commercial rents and housing costs than Toronto or Vancouver, strong population growth through immigration and fewer large tutoring brands. Early partners can help choose where territories are drawn.
How are Manitoba territories decided?
Territories are drawn with each partner using data on residents, children aged 5 to 17, schools and existing tutoring options, and each one is exclusive to a single partner.
