Surrey is the fastest-growing big city in British Columbia. Statistics Canada counted about 570,000 residents at the 2021 census, and the city is widely expected to overtake Vancouver as BC's most populous within the next couple of decades. For a tutoring franchise in Surrey, the numbers that matter most are the children: Surrey's school district is the largest in the province and has been adding students faster than it can build classrooms.

Success Tutoring is launching in Canada in 2026, and Surrey is a key part of the Metro Vancouver territory map. The territories on this page reach 15 km from central Surrey, covering much of the city, the Township and City of Langley, North Delta and New Westminster.

Surrey's schools

Surrey Schools (School District 36) is BC's largest district. Its growth has been so rapid that portables are a familiar sight at many schools, and new schools in Clayton, Grandview Heights and other growth areas have filled quickly after opening. Neighbouring districts in Langley, Delta and New Westminster serve the edges of the radius. There are also independent and faith-based schools across the area, many of them partially funded by the province.

All BC public schools follow the provincial curriculum set by the BC Ministry of Education and Child Care. Students write the Foundation Skills Assessment (FSA) in reading, writing and numeracy in Grades 4 and 7, and must complete the Graduation Numeracy Assessment and Graduation Literacy Assessment in Grade 10 and a Graduation Literacy Assessment in Grade 12 to graduate.

Surrey families also have access to French Immersion, International Baccalaureate and Advanced Placement programs, along with district academies and career programs. Places in some of these are limited, which adds to the push for strong grades.

Why Surrey families look for tutoring

Surrey is young and diverse. It has one of the largest South Asian communities in Canada, centred on Newton and other parts of the city, along with large Filipino, Chinese, Korean and Middle Eastern communities. Many of these families place a very high value on education and see regular tutoring in math and English as an ordinary part of school life.

Crowded classrooms are part of the picture too. When schools are over capacity, parents worry that their children are not getting enough individual attention, and they look for structured support outside school hours.

Housing is a third factor. Families priced out of Vancouver and Burnaby have moved to Surrey and Langley for larger homes. Many parents commute long distances and want a dependable place close to home where their children can build skills after school.

Where the opportunity is in and around Surrey

The territories on the map follow the areas where young families are concentrated:

  • Clayton Heights, Cloverdale and Cloverdale East, newer communities in the east of the city with some of the highest numbers of school-age children in the region.
  • Fleetwood and Bear Creek, along the corridor of the Surrey Langley SkyTrain extension, now under construction.
  • Newton, Panorama Ridge and Sullivan, large established family neighbourhoods.
  • South Surrey and Grandview Heights, with new subdivisions and family homes near the border.
  • Whalley and Johnston Heights, around Surrey City Centre, where high-rise housing and the SFU Surrey campus are changing the area.
  • Fraser Heights, a quiet, family-oriented area in the north-east.
  • Langley (Walnut Grove, Yorkson and Langley City), North Delta and New Westminster, just across Surrey's borders.

Each territory is exclusive to one partner and built around a catchment of households, school-age children and schools.

Operating a centre south of the Fraser

Surrey's town centres each have their own strip malls and retail plazas, and support can start with choosing the right one and negotiating a lease. Help may also cover the build, hiring tutors and training them online, learning resources and a structured program, and a marketing campaign aimed at families in your territory before and after opening. Support from head office continues while the centre runs; the franchise agreement and disclosure documents set out its terms.

Many Surrey families run their own businesses, and that experience is exactly what the role calls for; you lead the centre, while trained tutors teach. SFU Surrey, Kwantlen Polytechnic University and the region's colleges give you a local pool of potential tutors.

Frequently asked questions

Which Surrey neighbourhoods have the most families with children?

The newer communities in the east and south, including Clayton Heights, Cloverdale and Grandview Heights, have some of the highest concentrations of school-age children. The table under the map shows residents, children aged 5 to 17 and schools for every territory.

Will the SkyTrain extension affect Surrey territories?

The Surrey Langley SkyTrain line is planned to run along Fraser Highway through Fleetwood to Langley City. New transit usually brings more housing and families, which tends to support local services like tutoring.

What franchise law applies in Surrey?

British Columbia's Franchises Act, in force since 2017, requires a franchisor to give you a disclosure document at least 14 days before you sign or pay, and provides remedies if disclosure is missing or deficient. Seek independent legal advice before committing.
