Saskatchewan has more than 1.2 million residents, according to Statistics Canada, and it has grown quickly in recent years, driven by immigration and interprovincial moves. Success Tutoring is launching in Canada in 2026 and is looking for franchise partners to open the first centres in Saskatchewan. No territories are drawn in the province yet. They are expected to be drawn with partners, starting with the two cities where most families live: Saskatoon and Regina.

For a tutoring franchise in Saskatchewan, that means a chance to enter a growing market early, with few established national tutoring brands competing for the same families.

How education works in Saskatchewan

The Saskatchewan Ministry of Education sets the provincial curriculum from Kindergarten to Grade 12. Schools are run by school divisions. In the two largest cities, families choose between public and Catholic systems: Saskatoon Public Schools and Greater Saskatoon Catholic Schools, and Regina Public Schools and Regina Catholic Schools. Catholic separate schools are fully publicly funded in Saskatchewan. The Conseil des écoles fransaskoises runs French-language schools across the province, and French Immersion is widely available.

Assessment is going through a major change. For years, Saskatchewan was the only province without a regular, province-wide testing program, and Grade 12 departmental exams applied only in limited situations. In late 2024, the ministry announced a new provincial assessment program, with mathematics assessments planned for Grades 5 and 9 and English language arts assessments for Grades 4, 7 and 10, phased in over several years. At the same time, the province began winding down its Grade 12 departmental exams.

For parents, the new assessments will bring more data on how their children are doing, and in other provinces that kind of data has tended to increase demand for extra help in math and reading.

Why Saskatchewan families look for tutoring

Saskatchewan's students have often scored below the national average on national and international assessments, especially in math. Parents who follow these results want their children to have strong foundations, particularly if they hope to study engineering, health sciences, agriculture or business at the University of Saskatchewan or the University of Regina.

Immigration is the other big driver. Large numbers of newcomers, many through the Saskatchewan Immigrant Nominee Program, have settled in Saskatoon and Regina with school-age children. Families from the Philippines, India and many other countries often place a high value on regular tutoring and want help adapting to the Saskatchewan curriculum.

The province's resource and agriculture economy also creates demand for strong math and science skills, from the potash industry around Saskatoon to engineering and trades across the province.

Where the opportunity is in Saskatchewan

Saskatoon and Regina are the clear starting points:

  • Saskatoon, the province's largest city, with growth concentrated in newer neighbourhoods such as Brighton, Rosewood, Evergreen, Aspen Ridge, Kensington and Stonebridge.
  • Regina, the capital, with family growth in Harbour Landing, The Greens on Gardiner, Hawkstone and the east end.
  • Smaller cities such as Prince Albert and Moose Jaw, and bedroom communities around Saskatoon like Martensville and Warman, which could be considered in time.

Territories in either city would be mapped together with the partner, using population, school and competition data, and each is exclusive.

What a Prairie partner would receive

A Saskatoon or Regina partner would have support from the Success Tutoring team through the set-up. That can include finding a suitable retail unit near schools and family housing, negotiating its lease and building it out, then recruiting tutors and training them on the online platform. Learning resources and a structured program are provided, along with help planning marketing before and after the centre opens. The franchise agreement and disclosure documents are where the support is set out.

Backgrounds vary widely across the network, and a teaching career is not one of the requirements. Agriculture, resources, engineering and small-business experience are all useful. Both cities have universities and polytechnic campuses, which helps with tutor recruitment.

Frequently asked questions

Does Saskatchewan have a franchise disclosure law?

Yes. Saskatchewan's Franchise Disclosure Act and its regulations came into force on June 30, 2026, making it the seventh province with franchise disclosure legislation, alongside Ontario, Alberta, British Columbia, Manitoba, New Brunswick and Prince Edward Island. Franchisors must give you a disclosure document before you sign or pay. Read it carefully and seek independent legal advice before you commit.

Should I open in Saskatoon or Regina?

Both cities have growing family suburbs. Saskatoon is larger and growing faster, while Regina's newer neighbourhoods are attracting young families. We can look at the data for the area you have in mind before a territory is drawn.

How will the new provincial assessments affect demand for tutoring?

The new math and English language arts assessments are being phased in over several years. Once results are shared with families, parents will have more information about where their child stands, which is often when they look for extra support.
