Territory data last updated .
Prince Edward Island is Canada's smallest province, but in recent years it has been one of the fastest growing. Statistics Canada estimates the Island's population has passed 170,000, boosted by immigration and people moving from other provinces. Success Tutoring is launching in Canada in 2026 and is looking for a franchise partner to open its first centre on the Island. No territory is drawn here yet. A tutoring franchise in Prince Edward Island would start in the Charlottetown area, with the territory drawn around the partner's chosen catchment.
On an Island where most people know someone who knows you, a centre that gets results for children can build a reputation quickly.
How schooling works on the Island
The PEI Department of Education and Early Years sets the curriculum. English-language schools are run by the Public Schools Branch, and French-language schools by the Commission scolaire de langue française, which serves Acadian and francophone families across the province. French Immersion is popular, with many Island children starting in early immersion.
PEI runs provincial assessments at key points in elementary school:
- Grade 3: the Primary Literacy Assessment and the Primary Mathematics Assessment, written at the end of the year.
- Grade 6: the Elementary Literacy Assessment and the Elementary Mathematics Assessment. French Immersion students take the literacy assessment at the end of Grade 5.
Results go home to parents and are published at the provincial level. Like most provinces, PEI has found mathematics a persistent challenge, and Island students have often scored below the national average in math on national assessments.
High school runs to Grade 12, and admission to the University of Prince Edward Island, Holland College programs and universities off-Island is based on senior high marks.
Why Island families look for tutoring
Rapid growth has put pressure on schools. Several Island schools, particularly around Charlottetown and Stratford, have been over capacity, and the province has had to plan new schools and additions. When classes are full, parents look for ways to make sure their children are not left behind.
Newcomers are a big part of the story. PEI has attracted large numbers of immigrants relative to its size, and many families with school-age children have settled in Charlottetown. These families often place a high value on tutoring and want help with English and with how math is taught in Island schools.
French Immersion creates demand as well. Parents who do not speak French often want extra support for their children's English reading and writing, and for math homework.
Where the opportunity is on PEI
The Charlottetown area is the natural starting point:
- Charlottetown, the capital, where most of the Island's new housing and newcomer families are concentrated.
- Stratford, across the Hillsborough River, one of the fastest-growing towns in the province and popular with young families.
- Cornwall, a growing town west of Charlottetown.
- Summerside, the Island's second city, which could be considered in time.
An Island territory would be drawn with you, around enough homes and young families to support a centre, and no other Success Tutoring partner could operate inside it.
Opening the Island's first centre
On PEI, much of what makes a centre work is the same as anywhere: the right location, good tutors and steady local marketing. Success Tutoring can help with each. Support can include looking at sites in Charlottetown or Stratford and securing the lease, planning the fit-out, and hiring and online training for your tutors. Learning resources and a structured program come from head office, along with help planning a local campaign before and after opening. Read the franchise agreement and disclosure documents for the support that applies.
There is no requirement to have taught. A partner with management or small-business experience, and good Island connections, would be well placed. Students at UPEI and Holland College are a natural source of tutors.
Frequently asked questions
Does PEI have a franchise disclosure law?
Yes. Prince Edward Island's Franchises Act is one of seven provincial franchise disclosure laws in Canada. It requires a franchisor to give you a disclosure document at least 14 days before you sign or pay any money, and provides rescission rights if disclosure is missing or deficient. Seek independent legal advice before signing.
Is PEI big enough for a tutoring franchise?
The Island is small, but the Charlottetown area has grown quickly and has a concentration of young and newcomer families. A territory would be drawn around enough households and children to support a centre.
Can a PEI centre help French Immersion students?
Yes. Success Tutoring's program covers English and math, and many immersion families want extra support with English literacy and math homework.
