British Columbia is home to more than five and a half million people, according to Statistics Canada, and most of them live in the corner of the province between Vancouver and the Fraser Valley. That is also where Success Tutoring has drawn its first BC territories. For anyone weighing a tutoring franchise in British Columbia, the map tells the story: dozens of catchments from the North Shore to Abbotsford, many in communities where young families are arriving faster than new services open.

Success Tutoring is launching in Canada in 2026, with a goal of 120 units by 2029, and Metro Vancouver is one of the three areas where most Canadian territories have been mapped, alongside the Greater Toronto and Hamilton Area and Southwestern Ontario.

How BC's school system works

Education in BC is overseen by the Ministry of Education and Child Care, which sets the provincial curriculum and runs provincial assessments. Schools are run by 60 school districts, and some of the largest are in the Lower Mainland: Surrey, Vancouver, Burnaby, Coquitlam, Richmond, Langley and Delta.

BC's curriculum is built around a "know, do, understand" model and core competencies such as communication and critical thinking. Since 2023, students from kindergarten to Grade 9 receive report cards using a proficiency scale (emerging, developing, proficient and extending) rather than letter grades. Many parents find that harder to interpret, and some look to tutoring for a clearer picture of where their child stands.

Provincial assessments include:

  • The Foundation Skills Assessment (FSA) in Grades 4 and 7, covering reading, writing and numeracy.
  • Graduation assessments: the Grade 10 Numeracy Assessment, the Grade 10 Literacy Assessment and the Grade 12 Literacy Assessment, all required for the BC Certificate of Graduation (the Dogwood Diploma).
  • Grade 11 and 12 course marks, which drive admission to UBC, Simon Fraser University and other universities.

BC also has a large independent school sector that receives partial public funding, and French immersion is so popular that some districts allocate kindergarten places by lottery.

Why BC families invest in tutoring

Metro Vancouver is one of the most multicultural regions in Canada. Large Chinese-Canadian, South Asian, Filipino, Korean and Iranian communities bring strong expectations around math and academic achievement, and many families arrive with children who need help with the BC curriculum and with academic English.

Admission pressure is the other driver. UBC and SFU programs such as engineering, computer science, commerce and health sciences are highly competitive, and parents are aware of the marks they require.

Housing costs also shape demand. Many families have two working parents and long commutes, and they want a reliable, nearby after-school option with set weekly sessions. Success Tutoring's membership model, with regular English and math sessions from kindergarten to Grade 12, fits that routine. Many also value a centre they can reach without crossing a bridge or a busy highway at rush hour.

Where the BC territories are

  • Vancouver, including Kerrisdale, Killarney, Sunset, Riley Park, Hastings-Sunrise, Renfrew-Collingwood and West Point Grey. See the Vancouver page.
  • Burnaby and New Westminster, including Metrotown and Brentwood, both seeing major residential tower growth around SkyTrain stations.
  • Richmond, with a large Chinese-Canadian community and very strong demand for education services.
  • Surrey and North Delta, BC's fastest-growing city, including Cloverdale, Clayton Heights, Fleetwood, Panorama Ridge, Sullivan, Whalley and South Surrey. See the Surrey page.
  • The Tri-Cities and Ridge Meadows, including Coquitlam, Port Moody, Maple Ridge and Pitt Meadows.
  • Langley, including Walnut Grove, Willoughby, Yorkson and Brookswood, where new neighbourhoods are filling with families.
  • The Fraser Valley, including Abbotsford, Mission and Chilliwack, where families priced out of the inner region are moving.
  • The North Shore, including North Vancouver and Lynn Valley.

Beyond the Lower Mainland, Victoria, Kelowna, Nanaimo, Kamloops and Prince George do not have territories yet. Success Tutoring is open to partners in those cities, and territories can be drawn with them.

Running a Success Tutoring centre in BC

Support for BC partners may cover site selection and leasing for a retail-style centre, the fit-out, tutor recruitment and training, learning resources and a structured program, ongoing marketing, and planning local marketing before and after opening. Partners also have ongoing support from head office. Details of what is provided sit in the franchise agreement and disclosure documents.

You do not need a teaching background. Many partners come from corporate, engineering, finance and small-business careers. UBC, SFU, Kwantlen Polytechnic University and the University of the Fraser Valley give BC partners a large pool of potential tutors.

Frequently asked questions

What franchise law applies in British Columbia?

BC's Franchises Act came into force in 2017. It requires a franchisor to give you a disclosure document at least 14 days before you sign an agreement or pay any money, and it provides remedies if disclosure is not given. Seek independent legal advice from a BC franchise lawyer.

How does Success Tutoring fit BC's proficiency-scale reporting?

Centres assess each student's level in English and math and track progress over time, which is intended to give parents a regular picture alongside the school's proficiency-based report cards.

Can I open a centre on Vancouver Island or in the Okanagan?

Not on the current map, but Success Tutoring is interested in partners in Victoria, Kelowna and other BC cities. Territories there would be drawn with the partner.

Does Success Tutoring help students prepare for the graduation assessments?

The program focuses on the core literacy and numeracy skills that the FSA and the Grade 10 and 12 graduation assessments test, with each student's work set to their level.
