Baytown sits on the east side of Galveston Bay's upper arm, about 25 miles from downtown Houston along I-10, and for most of a century its skyline has been defined by one of the largest refining and chemical complexes in the country. The city counted about 84,000 residents at the 2020 census, according to the US Census Bureau, and the land between Baytown and Mont Belvieu has since become one of the busier homebuilding areas on Houston's east side. For a tutoring franchise in Baytown, the opportunity is in that mix: long-time plant families in the older neighborhoods and younger households moving into new subdivisions off I-10 and the Grand Parkway.
Success Tutoring launched in the United States in Texas, and Baytown and Mont Belvieu form the eastern edge of its Greater Houston map.
Two districts, two different stories
Families in this area mostly fall into one of two school systems, and the contrast between them shapes local demand.
Goose Creek Consolidated ISD is the larger district, serving Baytown, Highlands and surrounding unincorporated communities. Its high schools include Lee, Ross S. Sterling and Goose Creek Memorial, and the district runs early college and career programs in partnership with Lee College, the community college in the center of Baytown. Like many large districts, its campuses range widely in their state ratings.
Barbers Hill ISD, across the county line in Mont Belvieu, is a much smaller district that has grown fast as subdivisions have spread east. Its strong reputation is a big reason families choose Mont Belvieu, and many parents moved there specifically for the schools.
Both teach the Texas Essential Knowledge and Skills (TEKS) and are graded by the Texas Education Agency on its public A–F scale. Students take STAAR in grades 3 to 8 and end-of-course exams in high school. A state law passed in 2025 replaces that once-a-year format with three shorter assessments through the school year from 2027–28, so parents will be getting progress signals more often.
Why families here want extra support
- Keeping up in a growth district. In Barbers Hill and the newer parts of Goose Creek, classrooms fill as fast as new homes are finished. Parents who chose the area for its schools want to make sure their children keep pace.
- Plant careers that reward math. ExxonMobil, Chevron Phillips, Covestro and the Mont Belvieu storage and processing hub employ operators, technicians and engineers. Lee College's process technology and instrumentation programs are a common route into those jobs, and both depend on confident math.
- Turnarounds and shift rotations. Plant maintenance turnarounds and 12-hour shifts make family schedules unpredictable. A fixed weekly session gives children a routine that does not depend on which parent is home.
- Bilingual households. Baytown has a large Hispanic population, and many children grow up speaking two languages. Parents want strong English reading and writing alongside math.
- Storm-season interruptions. Hurricane Harvey in 2017 flooded parts of the area and disrupted schooling, and families remember how quickly learning can slip.
The Baytown and Mont Belvieu territories
Success Tutoring's available territories here are:
- Baytown, covering the city's established neighborhoods around Texas Avenue and the historic downtown, and the newer subdivisions spreading north along Garth Road and east toward Cedar Bayou.
- Mont Belvieu, the small Chambers County city centered on Barbers Hill ISD, together with the new master-planned and semi-rural communities along and north of I-10 toward the Trinity River.
Retail has followed the rooftops. Garth Road is the main shopping corridor, running north from the old San Jacinto Mall site, now redeveloped as San Jacinto Marketplace, up to I-10. Newer centers have opened near I-10 and SH-146, while Spur 330 (Decker Drive) and the Fred Hartman Bridge link Baytown to La Porte and the Bay Area. A center near Garth Road or the I-10 interchanges can reach families on both sides of the county line.

Running a Baytown center
A Success Tutoring partner in Baytown owns and leads a retail-style learning center where families sign up as members and attend weekly sessions. Support that may be available covers finding and leasing a site, fit-out, tutor recruitment and training, learning resources, and launch and ongoing local marketing. The franchise agreement and Franchise Disclosure Document describe the scope of that support.
No teaching background is required. Partners manage the business, the tutoring team and relationships with families and schools. Many people in this area have spent careers in plant operations, safety and project management, which builds the kind of process discipline a learning center relies on. Lee College students and recent graduates are a natural tutor pool.
Frequently asked questions
Does a Baytown territory include Mont Belvieu families?
Mont Belvieu has its own territory on the map. Territories are drawn around households rather than city or district lines, and the table on this page lists the residents, school-age children and schools inside each one.
Why does Barbers Hill ISD matter for a tutoring business?
Families who move to Mont Belvieu for Barbers Hill ISD tend to be highly engaged in their children's progress, and fast enrollment growth means new families arrive every year.
Is Baytown too far from central Houston to work as a market?
Baytown functions as its own community, with its own district, college and shopping corridors. Most families shop, work and go to school locally, so a center here serves a self-contained catchment.
