Florida has changed more in K-12 education over the past five years than almost any other state. New standards, a new testing system and universal school choice have arrived at the same time as hundreds of thousands of new residents. For anyone thinking about a tutoring franchise in Florida, the result is a large, mobile and highly engaged parent market that is actively shopping for learning support.

Success Tutoring entered the US through Texas and is now looking for franchise partners in Florida. There is no Florida location yet, so founding partners would be the brand's first in the state.

Florida's standards and testing

Public education is overseen by the Florida Department of Education under the State Board of Education. Since the 2022-23 school year, schools have taught to the B.E.S.T. Standards (Benchmarks for Excellent Student Thinking) in English language arts and math, which replaced Florida's earlier Common Core-based standards.

The old end-of-year FSA tests were replaced by FAST (Florida Assessment of Student Thinking), a progress-monitoring system given three times a year:

  • FAST ELA Reading in kindergarten through grade 10 and FAST Mathematics in kindergarten through grade 8, with results at the start, middle and end of the year.
  • B.E.S.T. end-of-course exams in Algebra 1 and Geometry in high school.
  • Graduation requirements that include passing the grade 10 ELA assessment and Algebra 1, or earning a concordant score.

Because parents see results three times a year rather than once, they know early when their child is slipping. That visibility has made Florida families quicker to seek help than parents in many other states.

School choice and what it means for tutoring

In 2023 Florida made its scholarship programs available to essentially every K-12 student, regardless of income. Families can use scholarship funds for private school tuition or, under the personalized education option, for approved education expenses. Private schools, charter schools, magnet programs and homeschool families all make up a large share of the market.

For a tutoring center, this matters in two ways. More families are moving between school types and need help bridging gaps in curriculum. And many parents now see education spending as something they actively manage rather than something decided for them.

Why Florida families seek tutoring

  • Retention and reading in the early grades. Florida's policy on third-grade reading means students who score at the lowest level on the grade 3 ELA test can be retained unless they qualify for good-cause exemptions.
  • Bright Futures scholarships. Florida's merit scholarships for in-state universities depend on GPA and SAT, ACT or CLT scores, so families in high school think carefully about test readiness.
  • Acceleration. Advanced math pathways, Advanced Placement, IB, AICE and dual enrollment are popular, and strong foundations in middle school open those doors.
  • Newcomers. Families moving in from other states and countries need to adjust to B.E.S.T. and FAST quickly.

Florida's growth corridors

No Florida boundaries exist yet; we draw them alongside the first partners, starting where young families cluster:

  • Northeast Florida: St. Johns County, including Nocatee and the World Golf Village area, is home to one of the state's top-rated school districts and some of its fastest growth. See our Jacksonville page.
  • Tampa Bay: Wesley Chapel and Land O' Lakes in Pasco County, Riverview and Valrico in Hillsborough, and Lakewood Ranch south of the bay. See our Tampa page.
  • Greater Orlando: Lake Nona, Horizon West, Winter Garden, Clermont and the Osceola County suburbs. See our Orlando page.
  • South Florida: Miami-Dade, Broward and Palm Beach counties include some of the largest school districts in the country, with dense family suburbs such as Pembroke Pines, Miramar, Coral Springs, Weston and Doral. See our Miami page.
  • Southwest and Treasure Coast: Cape Coral, Fort Myers, Port St. Lucie and the Tradition community are adding families rapidly.

Running a Success Tutoring center in Florida

Florida's retail landscape, from Publix-anchored plazas to town centers in master-planned communities, suits a storefront learning center. Head office can help with picking a site, negotiating the lease and planning the build-out, and with recruiting and training the tutors who deliver sessions. You lead local marketing, family relationships, staff and finances. Prior teaching experience is not expected.

Partners can also draw on learning resources and a structured program, launch and marketing support for opening a new center, and ongoing support from head office. The franchise agreement and disclosure documents spell out the scope of that support.

Frequently asked questions

How does FAST testing affect demand for tutoring in Florida?

FAST gives parents three progress reports a year. When a beginning-of-year or midyear score shows a gap, families have time to act before the end-of-year results, and many look for a structured weekly program to close it.

Does Florida require franchise registration?

Florida does not review franchise offerings the way registration states do. Franchisors instead file a yearly exemption notice with the Florida Department of Agriculture and Consumer Services. Nationally, the FTC requires the disclosure document to reach you at least two weeks ahead of signing. Seek independent legal advice before committing.

Can scholarship families use tutoring services in Florida?

Florida's scholarship rules allow some families to spend funds on approved education services, and the details are set by the state and scholarship-funding organizations. Partners should check current program rules rather than rely on general summaries.

Which Florida metro is best for a first center?

Northeast Florida, Tampa Bay and Orlando each combine fast family growth with strong retail corridors. The right choice depends on where you live, site availability and local competition.
