Shepparton is the main city of the Goulburn Valley, roughly two hours' drive north of Melbourne along the Goulburn Valley Highway. Orchards, dairy farms and food processing built the region, and the city now serves a wide catchment that includes Mooroopna, Kialla, Tatura, Kyabram and Numurkah. A tutoring franchise in Shepparton would be a K–12 learning centre in a city where families have far fewer after-school learning choices than in Melbourne, yet face the same exams and the same pressure around Year 12.

A school system that has just been rebuilt

Like the rest of Victoria, Shepparton schools teach the Victorian Curriculum F–10, which is overseen by the VCAA. Students sit NAPLAN in Year 3, Year 5, Year 7 and Year 9, and finish school with the VCE or the VCE Vocational Major.

The big local story is the Shepparton Education Plan. In 2020 the state government merged the four government secondary schools in Shepparton and Mooroopna (Shepparton High School, McGuire College, Wanganui Park Secondary College and Mooroopna Secondary College) into a single school, Greater Shepparton Secondary College. Its new campus, built on the old Shepparton High site, opened in 2022 and is designed for up to about 2,700 students, according to local reporting.

A change of that size affects every family with a teenager. Students moved into a much larger school, and parents have watched closely to see how their children settle and keep up. Some families respond by looking for a smaller, steady learning setting outside school hours, where a student is known by name each week.

Shepparton also has a substantial non-government sector. Notre Dame College is the large Catholic secondary option, and Goulburn Valley Grammar School is the city's independent school. Catholic and government primary schools are spread across Shepparton, Mooroopna and Kialla.

What drives tutoring demand in the Goulburn Valley

Shepparton's demand looks different from a commuter city like Ballarat or Geelong. Few parents here travel to Melbourne for work. Instead the drivers are local:

  • A very diverse community. Shepparton has long been a settlement area for migrants and refugees, with Italian, Albanian and Turkish families arriving over earlier decades and, more recently, families from Iraq, Afghanistan, Sudan and the Congo. It is also home to a large Yorta Yorta and wider Aboriginal community. Many parents want structured help with reading, writing and maths, particularly when English is not the main language at home.
  • Distance from other options. Without a large tutoring market in town, the alternatives are online lessons or a long drive. A local centre with fixed weekly sessions fits around farm, factory and shift work.
  • The VCE years. English and Maths results carry real weight in the ATAR, and families who want their children to reach university in Melbourne, Bendigo or at the local La Trobe University campus start preparing well before Year 11.
  • Health and education jobs. Goulburn Valley Health, the University of Melbourne's rural health school and GOTAFE bring professional families who expect regular learning support for their children.

Where Shepparton is growing

Most planned residential growth is on the southern and western edges of the urban area. The Kialla North corridor has been identified by council as a short-term growth area, and Kialla West was rezoned for urban growth in 2024, with precinct planning under way. Kialla Lakes is already one of the city's most popular family suburbs.

Across the Goulburn River, Mooroopna has its own primary schools, shops and a planned growth area to the west. In Shepparton itself, the northern and north-eastern suburbs around Shepparton North have seen steady new building, while established streets near the CBD and in Shepparton East remain important for families who want to be close to schools.

The single Shepparton territory on the map is drawn around the households and school-age children in this urban area. The map and table on this page show its current status.

Owning a centre in Shepparton

Success Tutoring is a membership-based tutoring franchise founded in Sydney in 2017. For a Shepparton centre, support may include help to find and lease a retail-style site, fit-out, recruiting and training tutors through an online training platform, learning resources, and launch and ongoing local marketing. What is provided is set out in the franchise agreement and disclosure documents.

You do not need to be a teacher. Franchise partners manage the business and the relationships with families, and trained tutors run the sessions. Partners have come from corporate, engineering, finance and small-business careers. In a city like Shepparton, someone who already knows the community, its schools and its sporting clubs often has a head start.

Frequently asked questions

Can a Shepparton centre draw families from Mooroopna and nearby towns?

Many Goulburn Valley families already come into Shepparton for school, sport and shopping, so a well-located centre can be convenient for Mooroopna and Kialla households. The territory boundary on the map shows the area it covers.

How has the Greater Shepparton Secondary College merger affected families?

It created one of Victoria's largest government secondary schools. Parents of students who were used to smaller schools have paid close attention to the transition, and some look for extra structured support outside school.

Is there enough demand in a regional city of this size?

According to the Australian Bureau of Statistics, the City of Greater Shepparton has a population of about 68,000, with many young families. Every market needs its own research, which we work through with you during the process.

Which rules apply when I buy a franchise in Victoria?

Australia regulates franchising nationally through the Franchising Code of Conduct, which the ACCC enforces. You receive a disclosure document and a copy of the agreement before signing. Seek independent legal advice and talk to an accountant first.

For the statewide view, read our Victoria page. You can also see what the process involves or review the investment schedule.
