Indiana is quietly one of the Midwest's strongest markets for a tutoring franchise. The suburbs north of Indianapolis are among the fastest-growing in the region, home prices remain within reach for young families, and recent state policy has put early reading and math firmly in the spotlight. Success Tutoring opened its US business in Dallas, Texas, and has its sights on the Midwest; Indiana partners would be pioneers for the brand in the state.
Indiana has close to 7 million residents (US Census Bureau), and the Indianapolis metro area accounts for a large and growing share of them.
Indiana's schools, standards and tests
The Indiana Department of Education oversees public schools, which teach to the Indiana Academic Standards. Several tests shape the school year:
- ILEARN (Indiana Learning Evaluation and Assessment Readiness Network), taken in English and math in grades 3 to 8, with results reported for every school.
- IREAD-3, the grade 3 reading assessment. A 2023 state law strengthened the link between passing IREAD-3 and moving on to grade 4, so reading in the early grades now carries real weight for families.
- The SAT, which Indiana uses as its high school assessment in grade 11.
Indiana also has one of the broadest school choice systems in the country. The Choice Scholarship Program, widely known as the voucher program, was expanded in 2023 to cover the large majority of families, and charter schools operate in Indianapolis and other cities. Catholic schools across the Archdiocese of Indianapolis and the dioceses of Fort Wayne-South Bend, Lafayette, Evansville and Gary educate a significant share of students.
Why Indiana families are turning to tutoring
The new IREAD-3 rules have made parents of kindergarten to grade 2 children pay close attention to reading progress. Families want early help, not a scramble in grade 3. ILEARN results are published and parents in high-performing districts compare them carefully.
In Hamilton County's top districts, the focus is on acceleration: honors math, strong writing and preparing for selective colleges such as Purdue and Indiana University. Elsewhere, families want reliable support with foundations. With school choice so widespread, many parents also want an independent program that keeps their child on track whichever school they attend.
Growth areas to watch in Indiana
There are no Indiana territories on the map yet, so partners help decide where they are drawn. Territories are built around households, school-age children and schools using census data. Places we expect to consider first include:
- Hamilton County: Carmel, Fishers, Noblesville and Westfield, served by Carmel Clay Schools, Hamilton Southeastern Schools, Noblesville Schools and Westfield Washington Schools.
- The rest of the Indianapolis ring: Zionsville, Whitestown, Brownsburg, Avon, Plainfield, Greenwood and Franklin Township, where new subdivisions keep spreading along I-65, I-70 and I-69. See our Indianapolis page.
- Fort Wayne: the state's second city, with growth in the north and southwest, served by Fort Wayne Community Schools, Northwest Allen County Schools and Southwest Allen County Schools.
- Other regional centers: Evansville, South Bend and Elkhart, Lafayette and West Lafayette near Purdue, Bloomington, and the Lake County suburbs near Chicago.
What partners receive
Opening in Indiana means working with a system developed in suburbs across Australia. Head office support can include looking for a retail unit with good parking and visibility, the lease, and the center fit-out. Help with hiring tutors is available too; they complete Success Tutoring's online training and use its learning resources and structured program. Partners can also get help planning local marketing in Carmel, Fishers or Fort Wayne before and after opening. The support provided is set out in the franchise agreement and the Indiana-registered disclosure document.
You will not need a teaching license. Partners manage the business, the team and relationships with local families and schools, while tutors teach. Indiana partners have ongoing support from the Success Tutoring team.
Frequently asked questions
Is Indiana a franchise registration state?
Yes. Indiana is a registration state: under the Indiana Franchise Act, franchisors register with the Securities Division of the Indiana Secretary of State before offering franchises there, unless an exemption applies. The federal FTC Franchise Rule adds a second protection, requiring that you get the Franchise Disclosure Document at least 14 days ahead of any signature or payment. Seek independent legal advice before committing.
How does IREAD-3 affect demand for tutoring?
Because passing IREAD-3 now matters more for promotion to grade 4, parents are looking for structured reading support from kindergarten onward. A weekly English program can work on phonics, fluency and comprehension well ahead of the test.
Is Hamilton County saturated with tutoring options?
Hamilton County has existing providers because demand is high, and the population is still growing quickly. New neighborhoods in Westfield, Noblesville and Fishers keep adding families who are looking for local, structured programs.
Can I open outside the Indianapolis area?
Yes. Fort Wayne, Evansville, South Bend and the Lafayette area all have sizable family populations worth assessing. Territory planning starts with where you live and where the data shows demand.
