Tennessee has been one of the fastest-growing states in the country, with more than 7 million residents according to the US Census Bureau, and it has some of the strictest reading rules for young students anywhere in the US. That mix of new families and high stakes is why a tutoring franchise in Tennessee deserves a close look.

Texas was the brand's launch state in the US. Tennessee has no Success Tutoring centers yet, so the first partners here would help decide where the map starts, from Middle Tennessee to Memphis.

TCAP and the Tennessee standards

The Tennessee Department of Education oversees public schools, which follow the Tennessee Academic Standards. Students are tested through the Tennessee Comprehensive Assessment Program (TCAP):

  • TCAP achievement tests in English language arts and math in grades 3 through 8, plus science and social studies.
  • End-of-Course (EOC) exams in high school subjects including algebra, geometry, English I and II, biology and US history.
  • The ACT, taken by public school juniors statewide.

The third-grade reading law

Since the 2022–23 school year, Tennessee law has said that third graders who do not score "meets" or "exceeds" expectations on the TCAP English language arts test should not be promoted to fourth grade unless they qualify through a retest, a summer program, tutoring or an exemption. Students who move up through those pathways often receive required tutoring during fourth grade. Each spring, many Tennessee families wait for their child's score with real anxiety.

Schools and choice

Tennessee's largest districts are Memphis-Shelby County Schools and Metro Nashville Public Schools, followed by Knox County and Hamilton County. Around them sit high-demand suburban districts such as Williamson County Schools, Franklin Special School District, Rutherford County, Wilson County and Sumner County near Nashville, and Collierville, Germantown and Bartlett near Memphis. The state also funds charter schools and, since 2025, statewide Education Freedom Scholarships for private school tuition.

Why Tennessee families use tutoring

  • Early reading. With promotion tied to the third-grade TCAP, parents of children in kindergarten to grade 3 want steady help with phonics and reading.
  • HOPE and the ACT. The Tennessee HOPE Scholarship is linked to ACT scores and high school GPA, so families focus on math and English skills well before junior year.
  • Fast-growing suburbs. Families moving into new subdivisions around Nashville often come from California, Illinois and the Northeast and want help adjusting to Tennessee standards.
  • Busy two-income households. Parents want a reliable after-school program in a safe, professional setting.

Each member attends every week for English and math; younger students build phonics and reading toward the third-grade TCAP, and older students build the algebra and reading behind the ACT.

Where Tennessee is growing

Middle Tennessee. The Nashville region leads the state:

  • Williamson County, including Franklin, Brentwood, Nolensville and Thompson's Station, plus Spring Hill.
  • Rutherford County, including Murfreesboro, Smyrna and La Vergne.
  • Wilson County, including Mt. Juliet and Lebanon.
  • Sumner County, including Hendersonville and Gallatin.

For the city and metro, see our Nashville tutoring franchise page.

Clarksville. Home to Fort Campbell and one of the fastest-growing cities in the state, Clarksville has many young military and civilian families.

East Tennessee. Knoxville's west side and suburbs such as Farragut, Hardin Valley and Maryville, plus Chattanooga's Ooltewah and Collegedale areas.

West Tennessee. The Memphis suburbs of Collierville, Germantown, Bartlett, Arlington and Lakeland.

Tri-Cities. Johnson City, Kingsport and Bristol in the northeast corner of the state.

The Success Tutoring partner experience

Head office can help Tennessee partners find a storefront, perhaps in a busy Murfreesboro or Franklin retail center, and offers guidance on leasing and build-out. Support may also cover tutor recruitment and training, learning resources and a structured program, and launch marketing for a new center. The franchise agreement and disclosure documents set out that support.

Partners do not need to have taught. Many have come from corporate, engineering, finance and small-business work.

Frequently asked questions

How does Tennessee's third-grade retention law affect tutoring demand?

It makes early reading a priority for many families. Parents of younger children often look for a weekly program that builds phonics, vocabulary and comprehension well before the third-grade TCAP.

Which Tennessee suburbs suit a tutoring center?

Fast-growing communities with many school-age children, such as Murfreesboro, Franklin, Spring Hill, Mt. Juliet, Hendersonville and Clarksville, are worth considering, along with Knoxville's west side and the Memphis suburbs.

Does Tennessee require franchise registration?

Tennessee does not have a franchise registration requirement. The FTC Franchise Rule still applies, so the franchisor must give you its disclosure document at least two weeks (14 days) before you sign or pay. Independent legal advice from a Tennessee attorney is recommended.

Is there a Success Tutoring center in Tennessee?

No. Tennessee is open for its first Success Tutoring partners.
