West Virginia is not the first place most people think of for a tutoring franchise, which is exactly why it is worth a second look. The state has introduced one of the most significant reading and math laws in its history, its scholarship system rewards strong grades and test scores, and parts of the state, especially the Eastern Panhandle and the Morgantown area, are growing. A tutoring franchise in West Virginia would face far less competition than in the big metros of the East Coast.
Texas is where the brand began its US rollout. West Virginia has no centers yet, and the first partners would help decide whether the map starts in the Eastern Panhandle, Morgantown or the Kanawha Valley.
How West Virginia schools work
The West Virginia Department of Education oversees public schools. Each of the state's 55 counties is its own school district, so families think in terms of Berkeley County Schools, Monongalia County Schools, Kanawha County Schools and so on. Teaching follows the West Virginia College- and Career-Readiness Standards.
Key assessments include:
- West Virginia General Summative Assessment (WVGSA): English language arts and math in grades 3 through 8, plus science in selected grades.
- College Board assessments in high school: the PSAT in early high school and the SAT School Day in grade 11 for all public school juniors.
The Third Grade Success Act
Passed in 2023, the Third Grade Success Act put new emphasis on reading and math in kindergarten through grade 3, including screening, intervention and support for struggling students. Its retention policy took effect in the 2026–27 school year: third graders who score at the lowest level on the WVGSA can be held back unless an exemption applies. Parents of young children have taken notice.
Choice and scholarships
West Virginia's Hope Scholarship is an education savings account program that gives families state funds for private school tuition, tutoring and other approved costs, and it is among the broadest programs of its kind in the country. The state's PROMISE Scholarship helps students pay for in-state college and depends on high school GPA and ACT or SAT scores.
Why West Virginia families seek tutoring
- Third-grade expectations. With retention now possible, families of K–3 students want early, consistent help with reading and math.
- PROMISE Scholarship. Strong grades and test scores turn into real college savings, giving families a clear reason to invest in math and English.
- Catching up. WVGSA results show many students below grade level, and parents want a weekly plan rather than one-off help.
- New arrivals. Families moving into the Eastern Panhandle from Maryland, Virginia and the Washington, DC area often bring high expectations for academic support.
Members come in weekly for English and math, kindergarten to grade 12, so young students get early literacy support and older students build toward the SAT.
Where West Virginia is growing
The Eastern Panhandle. Berkeley and Jefferson counties, including Martinsburg, Inwood, Charles Town and Ranson, have been the fastest-growing part of the state. Lower housing costs draw commuters from the Washington, DC and Baltimore regions, and enrollment in Berkeley County Schools has grown with them.
Morgantown and Monongalia County. Home to West Virginia University and WVU Medicine, Morgantown has a large professional workforce. The Cheat Lake area and growing neighborhoods along the I-79 corridor attract young families.
The I-79 corridor. Bridgeport and Clarksburg in Harrison County, plus Fairmont, have a mix of federal, health-care and energy employers.
Putnam County and the Kanawha Valley. Teays Valley, Hurricane and Winfield, between Charleston and Huntington, are among the most popular family suburbs in the state. Charleston, the state capital, and Huntington, home to Marshall University, anchor the region.
Other markets. Parkersburg, Wheeling and Beckley each serve a wider regional population.
What Success Tutoring provides

The franchise agreement and disclosure documents describe what applies.
Teaching qualifications are not required; you lead the business and the tutors teach.
